The Chamber of Deputies Health Committee approved Bill 4379/24, which establishes a national strategy for comprehensive care for the elderly, aimed at promoting the health and quality of life of the elderly in light of Brazilian population aging.

National Strategy Establishes Guidelines for Comprehensive Care for the Elderly

Bill 4379/24 was introduced by Deputy Luiz Couto (PT-PB) and proposes the creation of a national policy focused on comprehensive care for the elderly, taking into account the different needs arising from aging.

The text provides for measures to combat discrimination and encourage the active participation of the elderly in the community. The proposal also prioritizes actions for chronic disease prevention and maintaining functional capacity throughout aging.

Population Growth Reinforces the Need for Public Policies for the Elderly

The rapporteur of the proposal, Deputy Juliana Cardoso (PT-SP), presented a favorable opinion on the project and highlighted the accelerated advancement of population aging in the country.

Data from IBGE cited in the report show that the proportion of Brazilians aged 60 or older rose from 8.7% in 2000 to 15.6% in 2023, totaling 33 million people.

According to the deputy, the project helps to structure public policies aimed at comprehensive care for the elderly in coordination with different sectors involved in assistance.

She also stated that the proposal overcomes fragmented approaches, bringing together guidelines related to health, social aspects, and human rights.

Implementation Will Be Coordinated by Three Federal Ministries

The execution of the national strategy should occur jointly between the Ministry of Health, the Ministry of Development and Social Assistance, Family and Hunger Combat, and the Ministry of Human Rights and Citizenship.

The proposed model seeks to ensure governance and financing capable of strengthening family and community support networks aimed at the elderly, valuing existing care structures.

Bill Will Still Go Through New Committees Before Becoming Law

Bill 4379/24 is being processed in a conclusive manner in the Chamber of Deputies and will still be analyzed by the Committees on Defense of the Rights of the Elderly, on Finance and Taxation, and on Constitution, Justice and Citizenship.

For the proposal to become law, the text still needs to be approved by the Chamber of Deputies and the Federal Senate.
