People With Disabilities Can Request Inclusion Aid, A Benefit Created to Support Their Insertion in the Labor Market. Understanding the Rules to Access This Right Is Essential to Ensure Greater Autonomy and Effective Participation in Society.

The inclusion aid, maintained by the National Institute of Social Security (INSS), offers a benefit of half the minimum wage for people with moderate or severe disabilities who enter the formal labor market or a similar arrangement.

The amount, which in 2024 was R$ 706 monthly, aims to ensure greater social inclusion by providing supplemental income for those who have stopped receiving the Continuous Cash Benefit (BPC-Loas) due to paid professional activity.

Who Can Receive Inclusion Aid?

To be eligible for the benefit, the worker needs to meet specific criteria established by the Brazilian Inclusion Law.

First, they must have a moderate or severe disability and be employed or in another form of paid work, earning up to two minimum wages per month.

It is also mandatory to have received the BPC-Loas at some point in the last five years before starting to work.

Additionally, when requesting the aid, the citizen needs to have an updated registration in the Federal Government’s Unified Registry (CadÚnico) and have a regularized Individual Taxpayer Registry (CPF).

Another fundamental requirement is that the beneficiary is formally classified as a mandatory insured person under the General Social Security System or affiliated with a state, municipal, Federal District, or Union retirement scheme.

How to Request the Benefit

The request for inclusion aid is made directly to the INSS. The application can be submitted through the Meu INSS app or website, where the required documents can be attached.

Another option is to request by phone at 135. During the period the beneficiary receives inclusion aid, their BPC is automatically suspended.

If, for any reason, the beneficiary stops working, the aid will be interrupted, but the BPC can be reactivated with a new application.

It is worth noting that individual contributors, casual workers, and special insured individuals cannot yet receive inclusion aid, as specific regulations for these categories are not yet in effect.

Assessment of Family Income

To be eligible for the benefit, it is also necessary to prove a monthly per capita family income equal to or less than one-fourth of the minimum wage.

However, some incomes are not considered in this calculation, such as the inclusion aid already received by another family member, earnings of up to two minimum wages from the applicant, and amounts from supervised internships or vocational training.

If the beneficiary already has the BPC active, their right to inclusion aid is automatically presumed, without the need for new proof.

Prohibited Accumulation With Other Benefits

Those receiving inclusion aid cannot accumulate this income with other social security sources. Accumulation with pensions, retirement benefits, disability benefits, or unemployment insurance is prohibited, for instance.

If inclusion aid is suspended for any reason, the beneficiary has the right to apply for the BPC again, provided they still meet the required conditions for this benefit.

By ensuring the inclusion of people with disabilities in the labor market, inclusion aid becomes a relevant alternative to guarantee the financial and social independence of thousands of Brazilians.
