Petrobras Reorganizes Its Logistics by Transferring Management of PB-Log to Transpetro, Strengthening Offshore Operations, Maritime Support, and Integration of Strategic Services in the Energy Sector

On December 9, 2025, the transfer of management from PB-Log to Transpetro was officially announced, marking one of the most significant corporate movements of the year in the national energy logistics sector. The decision, approved at all governance levels, drives the expansion of integrated services, reinforces maritime support, and broadens the subsidiary’s operations in offshore and emergency activities. The change strengthens Petrobras‘ strategy to integrate modes and make its logistics more efficient, robust, and aligned with the expansion of deep-water production.

New Phase of Logistics with PB-Log Integrated into Transpetro

According to a report published by Agência Eixos and other outlets, with the transfer, the responsibility for managing PB-Log is now centralized at Transpetro. Although the operation results in increased capital, it does not require the issuance of new shares because it is an internal reorganization among Petrobras subsidiaries.

The decision broadens the scope of logistics operations, allowing Transpetro to also take on maritime support and emergency control — strategic areas for national oil operations.

This change aligns with the expansion of offshore activities, diversification of modes, and the growing need to strengthen operational safety at platforms and terminals.

Expansion of Logistics and Strategic Vision of Transpetro

For Transpetro’s president, Sérgio Bacci, the transfer represents an important step toward making the company more integrated, structured, and competitive.

According to him, the change reinforces its main goal: to expand Transpetro’s operations to consolidate it as a solid, profitable state-owned company capable of providing integrated multimodal logistics services on an increasing scale to our clients.

The incorporation of PB-Log adds to recent investments in pipelines, terminals, fleet expansion, and entry into new modes, such as barges. These movements reinforce the strategy of offering increasingly complete logistics solutions, from maritime transport to interior river navigation, passing through the pipeline mode.

Hiring of New Vessels Boosts Operational Capacity

Since 2024, Petrobras has been reinforcing its logistics structure through the hiring of new vessels, a crucial step to sustain the expansion of oil and derivative production. Among the open tenders are:

  • four handy ships, primarily used for cabotage navigation;
  • eight gas carriers, intended for transporting liquefied gas;
  • four MR1 ships, medium-sized vessels used for transporting derivatives.

Moreover, processes have been opened for hiring 18 barges and 18 pushboats, essential for increasing transport in inland navigation. This set of vessels allows for a more versatile, efficient operation adapted to the growing demand for cargo movement between different modes. The integration of PB-Log into Transpetro strengthens this expansion, enabling direct and centralized management of the fleet, which tends to reduce costs and optimize routes.

Offshore Logistics and Support for Petrobras Platforms

The strategic repositioning also focuses on increasing relief capacity at Petrobras platforms, a stage responsible for transferring production to ships or terminals. With new vessels and a reinforced structure, Transpetro will operate more efficiently in this critical activity to maintain the pace of offshore extraction.

Currently concentrated in the Santos and Campos basins — areas that account for the largest share of national production — PB-Log plays a central role in this process. The incorporation into Transpetro, therefore, improves the integration between maritime operations, cargo transportation, and emergency response.

Financial Performance Reinforces the Importance of PB-Log for Transpetro and Petrobras 

In 2024, PB-Log recorded net income of R$ 533 million, a result obtained through the provision of services to 21 consortia involving 12 companies. These figures confirm that the subsidiary plays an essential role within Petrobras’ logistics chain and detail the importance of efficient integration with Transpetro.

With this transfer, it is expected that financial performance will be enhanced, as the integrated structure tends to reduce administrative costs, increase operational efficiency, and broaden the service capacity to internal and external clients.

Current Structure of Transpetro Gains Strategic Reinforcement with PB-Log

Transpetro already operates one of the largest logistics infrastructures in the energy sector in Latin America. Currently, its structure includes:

  • 48 terminals, including 27 waterways and 21 land-based;
  • approximately 8,500 km of pipelines for the transportation of oil, derivatives, and natural gas;
  • 33 active ships in its fleet.

With the arrival of PB-Log, this structure becomes even more complete, with a significant expansion of maritime operations and increased capacity to respond to emergency situations. The combination of the two companies creates an integrated operation with high potential for efficiency and competitiveness.

Strengthening Integrated Logistics and Gains for the Energy Sector

The transfer of PB-Log to Transpetro represents more than an administrative change; it reflects a strategic reorganization of Petrobras towards an integrated logistics model with a greater focus on multimodal services.

By uniting pipelines, terminals, maritime fleet, and inland navigation, the company operates more broadly, connecting different modes to deliver complete solutions for oil and gas operations.
