20 of 23 Long-Term Contracts Were Allocated in the Energy Self-Production Model in the Free Market.
Solar and wind energy have increasingly stood out as sources of clean and sustainable energy. According to a study by the consultancy Cela (Clean Energy Latin America), the volume of long-term contracts for solar and wind energy in the Free Contracting Environment (ACL) in 2023 was driven by self-production projects.
These self-production projects have attracted significant interest, with 20 out of 23 long-term agreements made in the past year being allocated in the energy self-production model in the ACL. This arrangement allows large energy consumers to contract electricity directly from a plant built to meet their demand, thus ensuring a stable and predictable supply over the long term. Additionally, long-term contracts promote energy security and sustainability, benefiting both end consumers and the environment.
Expansion of the Solar and Wind Energy Market
In the past two years, we have seen a growing bet on the free market in self-production projects, which has spurred the increase in Power Purchase Agreements (PPAs) for solar and wind energy throughout 2023. The CEO of CELA, Camila Ramos, emphasizes that there has been significant progress in the business model of leasing plants.

Every time a river flows into the sea, an amount of energy equivalent to a 120-meter waterfall is silently wasted, but Japan has just inaugurated the world’s first power plant that captures this waste and transforms it into electricity 24 hours a day without sun, wind, or fuel.

Silicon Valley bets on a 100-hour battery that uses carbon and oxygen to store renewable energy for days and could turn a little-known chemical system into an alternative to critical metal batteries to tackle prolonged blackouts.
Despite the decrease in the total number of contracts, falling from 27 in 2022 to 23 in 2023, the volume of contracted energy increased by an impressive 63%.
The study reveals that the PPAs signed in 2023 correspond to an average of 969 megawatts (MW) contracted, a significant jump from the 594 MW recorded in 2022.
The volume financed by financial institutions reached R$ 5.4 billion.
Expansion of the Solar and Wind Energy Market
Since the first edition of CELA’s report in 2013, 140 long-term solar and wind PPAs have been mapped in the Free Contracting Environment (ACL), representing an installed capacity of 14.3 gigawatts (GW). The accumulated total of these contracts is equivalent to 4,147 MW, with 2,431 MW from solar energy and another 1,717 MW from wind energy.
