Inmates in Semi-Open Regime Will Reinforce Cleaning Efforts in the Cities Most Affected by Heavy Rains and Storms in São Paulo
The Governor of São Paulo, Tarcísio de Freitas (Republicans), announced an emergency measure to accelerate the recovery of cities hit by the heavy rains and storms from last Monday (22).
Inmates in the semi-open regime will be released to help clean the streets in the most affected municipalities.
According to Tarcísio, this solution was discussed in a meeting with 55 mayors at the Palácio dos Bandeirantes on Tuesday.

Judicial Authorization and First Municipalities
The use of inmates depends on judicial authorization. Therefore, the government has already begun requests to the judiciary.
The first release was granted for Cajamar, one of the cities most damaged by winds that reached nearly 100 kilometers per hour.
Colonel Hengel Ricardo Pereira, head of the Military House and Civil Defense, explained that the prison workforce will function as a complementary force.
The aim is to accelerate the return to normalcy and reduce the damages left by the storm.
Help from Inmates: Costs and Plan Organization
The state government will cover the transportation and food costs for the inmates involved. The Department of Penitentiary Administration is responsible for structuring the operational protocol in conjunction with the city halls.
“We are already obtaining the first authorizations for this from the judiciary. So we will make an agreement with the municipality regarding transportation and food so that we can also make this workforce available“, Tarcísio stated.
Furthermore, the governor highlighted that this type of support is not new, recalling that similar initiatives have already taken place in Presidente Venceslau.
Meeting with the Judiciary
After the meeting with the mayors, Tarcísio also met with the president of the São Paulo Court of Justice (TJ-SP).
The discussion took place at the Palácio dos Bandeirantes, where the need for judicial support to expedite the releases was reinforced.
Despite the progress of the plan, the government has not yet disclosed how many inmates are expected to participate in the initiative.
Therefore, the action represents yet another effort by the state administration to ensure that municipalities can recover in a quicker and more organized manner.
