States Receive R$ 3.51 Billion and Municipalities R$ 878 Million in Oil and Gas Production Transfer, ANP Reveals.
The National Agency of Petroleum, Natural Gas and Biofuels (ANP) has completed the distribution of the special participation related to oil and natural gas production in the first quarter of 2025. The total amount transferred to states, municipalities, and the Union reached R$ 8.78 billion.
The initiative covers the federal entities entitled to this extraordinary financial compensation resulting from the exploitation of fields with high profitability or large production volume.
Distribution of Values: Union, States, and Municipalities
From the total amount distributed by the ANP, the states received R$ 3.51 billion and the municipalities were allocated R$ 878 million. The remainder was allocated to the Union, in accordance with current legislation.

The resources were divided among 4 states and 21 municipalities, following technical and legal criteria established for the oil and gas sector.
The special participation is calculated quarterly and is based on the net revenue obtained from the production of each field.
The rates are progressive and vary according to geographic location, production time, and monitored volume, in addition to considering legal deductions such as royalties, operational costs, exploration investments, taxes, and depreciation.
How Special Participation Works in the Oil and Gas Sector
The special participation is a financial compensation paid by concessionaires that exploit oil and natural gas fields with high production or profitability.
This is a mechanism provided for in Brazilian legislation aimed at redistributing part of the wealth generated by oil activity.
According to the ANP, “the special participation is owed by the concessionaires of oil or natural gas exploration and production for fields with large production volume or high profitability.”
The calculation formula applies progressive rates that vary according to factors such as exploration time and production location.
Criteria for Distribution of Resources
Brazilian legislation provides four different forms of transferring the special participation, based on the source of production:
- Onshore fields: 50% for the Union, 40% for producing states, and 10% for producing municipalities.
- Offshore pre-salt fields with a declaration of commerciality prior to December 3, 2012: 50% goes to the Social Fund, 40% to coastal states with continental shelf, and 10% to coastal municipalities.
- Offshore fields outside the pre-salt with a declaration of commerciality prior to December 3, 2012: 50% for the Union, 40% for coastal states, and 10% for coastal municipalities.
- Offshore fields with a declaration of commerciality after December 3, 2012 (DARF 3990): same division — 50% for the Union, 40% for coastal states, and 10% for coastal municipalities.

The transferred amounts, deposit dates, and beneficiaries can be consulted by the public on the Banco do Brasil website, in the federal revenue demonstratives area: https://demonstrativos.apps.bb.com.br/arrecadacao-federal.
The detailed dissemination of this data reinforces the commitment to transparency in the management of public resources from the oil and gas industry.
The ANP is still responsible for monitoring production and properly distributing revenues among federal entities.
