Espírito Santo Regains Vice-Leader Position in Oil Production in Brazil, Surpassing São Paulo After Six Years. ANP Data Shows Accelerated Growth Driven by FPSO Maria Quitéria and Shell and Seacrest Operations.
After six years off the podium, Espírito Santo returned to the second position among the largest oil producers in Brazil, as reported this Friday, 09/19. The achievement, confirmed by data from the National Agency of Petroleum (ANP), reflects a consistent recovery of the oil and gas industry in the State, propelled by large-scale platforms and diversification of production.
According to the ANP bulletin, in May, June, and July 2025, Espírito Santo surpassed production in São Paulo and consolidated its position behind only Rio de Janeiro. In July, 211,185 barrels of oil per day were recorded, compared to 186,066 daily barrels in São Paulo. Rio de Janeiro, which remains the clear leader, reached 3,477,637 barrels/day.
Significant Advancement in Offshore and Natural Gas Production
The performance in Espírito Santo in July impresses not only for the volume but also for the growth rate. Oil production grew by 41.4% compared to the same month in 2024, while natural gas surged by 66.1%.

The offshore segment was the main driver of this progress. At sea, oil production rose by 42.1%, and natural gas increased by 69.7%. On land, oil increased by 26.5%, but natural gas fell by 24.4% during the same period.
FPSO Maria Quitéria: A Watershed for the State
One of the major contributors to this leap is the FPSO Maria Quitéria floating production storage and offloading unit, installed in the Jubarte field, in the Whale Park area of the Campos Basin. The unit began operations in October 2024 and quickly became strategic for Petrobras.
With the capacity to process 100,000 barrels of oil per day and up to 5 million cubic meters of natural gas, the platform was already producing around 50,000 daily barrels by August, according to company information. Its location near municipalities such as Marataízes, Itapemirim, Presidente Kennedy, and Piúma also strengthens the regional economy by attracting jobs and indirect investments.
Another growth vector was Shell’s contribution, which reported significant results in July 2025. In the Abalone field, oil production grew 40.8%, while natural gas advanced 21.3% compared to the previous year. In the Argonauta field, growth was even more robust: 44.5% in oil and 44.7% in natural gas.
These numbers reinforce Espírito Santo’s role as a strategic hub for multinational companies in the sector, consolidating the State as a relevant alternative to the São Paulo pre-salt and the dominance of Rio de Janeiro.
Although offshore leads performance, onshore production is also showing positive signs. Companies such as Seacrest have expanded operations in land fields like Canaã, Fazenda São Jorge, and Inhambu. This diversification ensures resilience for the State, balancing fluctuations in maritime production with land operations.
Espírito Santo Gains Space in the National Scenario
With these advances, Espírito Santo accounted for 5.3% of national oil production and 3% of natural gas in July. This result secured the State’s vice-leader position among the largest oil producers and the fifth position in natural gas production.
According to the Observatory of the Federation of Industries of Espírito Santo (Findes), the growth recorded in 2025 returns to the State a position of prestige that was lost in 2019 when São Paulo, driven by the pre-salt, took second place.
The return to the vice-leadership reignites expectations for the sector’s future. Analysts highlight that Espírito Santo’s production is expected to maintain an accelerated pace in the coming years, especially with the full operation of the Maria Quitéria and the expansion of fields already in production by Shell and Seacrest.
History shows that between 2011 and 2018, Espírito Santo maintained the second position in the national ranking. Now, with a combination of robust infrastructure, operator diversification, and new investments, the State seeks to consolidate this position and narrow the gap with leader Rio de Janeiro.
