In a maneuver to install the new Heineken factory in Passos, the city hall created the “Heineken Law”, immunizing the company from about R$90 million in taxes
Soon after an extensive dispute with other cities in Minas Gerais to be the new headquarters of the Heineken brewery, the town hall of Passos, in the south of Minas, carried out a movement to set up the company's new factory once and for all this Tuesday, the 18th. Mayor Diego Oliveira sanctioned, this Wednesday afternoon, the Heineken Law, which will exempt the brewery to pay approximately R$ 90 million in municipal taxes over 15 years.
The bill, proposed by the municipality's Executive in August, was unanimously validated by the ten city councilors on Monday, the 17th, and includes the main taxes in Passos. According to the municipal secretary of Fazenda de Passos, Juliano Beluomini, the conglomerate of exemptions will be recovered in three to six months after the start of the company's operations, scheduled for 2025.

- Concession of the right to use space and infrastructure in the collection and pumping station of the Autonomous Water Sewage Service (Saae) on the banks of the Rio Grande and on the Passos/São João Batista do Glória road;
Environmental licensing
Approximately six months after the announcement that it would be installed in Passos, Heineken is awaiting the factory's environmental licensing. According to the State Secretariat for the Environment and Sustainable Development (Semad), the process was made official in August 2022 and, details the agency’s note, “an on-site inspection was carried out and an opinion was prepared regarding compensation for intervention in the Biome Atlantic forest".
Currently, the process is undergoing a technical analysis and legal and awaits a statement from the National Institute of Artistic and Cultural Heritage (Iphan) and the State Institute of Historical and Artistic Heritage of Minas Gerais (Iepha).
