With an Investment of R$ 8.2 Million, the São Paulo Government Aims to Transform the Gaming Industry into a Strategic Engine of the Creative and Digital Economy of the State.
São Paulo wants to turn digital creativity into state policy. On Monday (21), the Secretary of Culture, Economy, and Creative Industries launched the Game Industry Development Plan, focused on positioning the state as a national and international leader in the electronic games and immersive technologies sector.
With an initial investment of R$ 8.2 million in grants and integrated actions, the measure aims to structure a complete and sustainable ecosystem.
The public policy is considered innovative for being cross-sectional, articulating culture, economy and technology in a single strategy.

Training and Qualification as the Basis of the New Economy
One of the pillars of the plan is professional training. The Audiovisual, Games, and Technology School, already operating within the CULTSP PRO program, offers technical and creative courses to train talent in areas such as game development, cinema, TV, marketing, and management.
Additionally, the plan includes ongoing training, mentoring, and laboratories, in partnership with public universities, state technical networks, and cultural spaces.
“We are facing an industry that brings together creativity, innovation, and technology, essential pillars for the new economy we want to drive in São Paulo,” said Secretary Marília Marton.
Funding and Credit to Boost Businesses
The funding and financing axis allocates R$ 8.2 million from Fomento CULTSP to support projects for the development, finalization, and publication of games, as well as augmented, virtual, and mixed reality content. There will also be a credit line of up to R$ 300 thousand through Desenvolve SP, aimed at independent studios. The intention is to strengthen innovation, including research and prototyping.
Incentive for Production, Distribution, and International Presence
The program also includes an axis focused on production and distribution, with acceleration for creative businesses and funding of up to R$ 50 thousand per project.
Additionally, there will be entrepreneurial training and international partnerships for technical certification in professional engines, essential to increase the competitiveness of studios.
In the field of internationalization, the state aims to take São Paulo studios to global events and promote the export of games produced here. This includes institutional and logistical support for fairs and business rounds, as well as connection with global distribution platforms.
Permanent Dialogue with the Sector
The plan concludes with a governance axis, establishing indicators to monitor the sector and consolidating the Sectoral Chamber as a permanent dialogue space between the government and industry representatives.
The initiative will be carried out in partnership with entities such as ABRAGAMES, ACJOGOS-SP, and XRBR.
By integrating culture, technology, and development, São Paulo takes a step towards consolidating a long-term policy focused on the new digital economy.
