President Lula Signed a Law Creating the National Register of Pets, Assuring That Guardians Will Not Have to Pay the Fee of R$ 730 for Their Pets.
President Luiz Inácio Lula da Silva (PT) signed the law establishing the National Register of Pets on Wednesday (18). The initiative aims to assist in controlling zoonoses, combating abuse, and protecting pets, in addition to ensuring more security in the processes of buying and selling animals.
The proposal, originated in the Chamber of Deputies in 2022, was presented by Tabata Amaral (PSB-SP) and Felipe Rigoni (PSL-ES).
The measure stipulates that the Union will be responsible for the creation, maintenance, and oversight of the register. To this end, a standard model will be made available to states and municipalities, ensuring uniformity in the system.

What Will Be Registered?
The database will include detailed information about guardians and animals. Among the information on guardians are name, CPF, address, and identity.
In the case of animals, species, breed, age, vaccinations, and diseases will be registered. The goal is to facilitate actions such as locating owners in cases of abandonment and improving public policies for animal health.
In addition, guardians will be required to inform the platform about events such as sale, donation, or death of the animal. The responsibility for the accuracy of the data will be entirely on the owners.
Fake News About Taxes
Since the approval of the project in the Senate in November, false information about the law has been circulating on social media.
A viral post on TikTok claimed that pet owners would be required to pay a tax after the creation of the register. The video, which accumulated over 515 thousand views by early December, generated concern among pet guardians.
However, the text of the law does not mention the creation of any tax. Senator Mecias de Jesus (Republicans), rapporteur of the project, explained in an interview with Folha:
“The register aims to enhance public policies for health and animal welfare, without predicting the creation of new taxes.” He also emphasized that there is no tax base or tax obligation linked to pet ownership.
Comparisons with Germany
Another rumor related to the register claims that the measure would be inspired by a fee applied in Germany.
In the European country, an annual tax on dog ownership is charged, which can reach €130 (approximately R$ 730). However, the Brazilian context is completely different. The new law does not foresee any type of financial charge.
Public Access and Oversight
The register will be accessible online, allowing public inquiries and facilitating oversight. This aims to prevent abusive practices such as abandonment and abuse while encouraging the regularization of data on pets in the country.
With the presidential sanction, the next step will be the regulation of the platform and the definition of deadlines for guardians to complete the registration.
The expectation is that the system will be available soon, promoting greater organization in the sector and ensuring protection for both animals and their owners.
