President Lula sanctioned a law that creates the National Registry of Domestic Animals, ensuring that owners will not need to pay the R$730 fee for their pets.

President Luiz Inácio Lula da Silva (PT) sanctioned this Wednesday (18) the law that institutes the National Registry of Domestic Animals. The initiative seeks to assist in the control of zoonoses, combat mistreatment and protect pets, in addition to ensuring greater security in the processes of buying and selling animals.

The proposal, which originated in the Chamber of Deputies in 2022, was presented by Tabata Amaral (PSB-SP) and Felipe Rigoni (PSL-ES).

The measure provides that the Union will be responsible for creating, maintaining and monitoring the registry. To this end, a standard model will be made available to states and municipalities, ensuring uniformity in the system.

What will be registered?

The database will include detailed information about guardians and animals. Guardian data includes name, CPF, address and identity.

In the case of animals, species, breed, age, vaccinations and diseases will be recorded. The aim is to facilitate actions such as locating owners in cases of abandonment and to improve public animal health policies.

In addition, guardians will be required to inform the platform about events such as sale, donation or death of the animal. Responsibility for the veracity of the information data will be entirely owned by the owners.

Fake news about taxes

Since the bill was approved in the Senate in November, false information about the law has been circulating on social media.

A viral TikTok post claimed that pet owners would be required to pay a tax after registering their pets. The video, which had racked up more than 515 views by early December, has sparked concern among pet owners.

However, the text of the law does not mention the creation of any tax. Senator Mecias de Jesus (Republicans), rapporteur of the project, clarified in an interview with Sheet:

"The registry aims to improve public policies on animal health and welfare, without creating new taxes.” He also highlighted that there is no tax basis or tax obligation linked to the possession of animals.

Comparisons with Germany

Another rumor related to the registry claims that the measure would be inspired by a tariff applied in Germany.

In the European country, an annual tax is charged on dog ownership, which can reach €130 (approximately R$730). However, the Brazilian context is completely different. The new law does not provide for any type of financial charge.

Public access and monitoring

The registry will be accessible online, allowing public consultations and facilitating monitoring. This aims to prevent abusive practices, such as abandonment and mistreatment, while encouraging the regularization of data on domestic animals in the country.

With the presidential sanction, the next step will be to regulate the platform and define deadlines for guardians to complete registrations.

The expectation is that the system will be available soon, promoting greater organization in the sector and ensuring protection for both animals and their owners.

Taxing those who receive Bolsa Família, for example, is a step towards animal abandonment. Any tax on the presence of animals in a family will encourage more abandonments. It makes no sense to believe in taxation in this case.
