According to the New Legislation, Two Models of the Toyota Corolla Hybrid Received Total Exemption from IPVA in the State of São Paulo This Year 2025
The Toyota Corolla Altis Hybrid and the Corolla Cross Hybrid are the only hybrid vehicles that received total exemption from IPVA in 2025, according to the new legislation of the State of São Paulo. This measure is part of a government strategy to encourage local production and the use of sustainable technologies, according to the website Garagem 360.
Understand the Law That Benefited the Toyota Corolla Hybrid
The IPVA exemption for flex hybrid models was established by State Law No. 18,065, dated December 18, 2024. According to Article 5 of this law, vehicles eligible for exemption must have the following characteristics:
- Hybrid Flex Technology: Combination of flex combustion engine (ethanol and gasoline or exclusively ethanol) with electric motor.
- Price: Vehicle value up to R$ 250,000.00.
- Power: Minimum of 40 kW (54 hp) of electric power.
- Electrical System: Powered by a minimum voltage system of 150 V, with energy recovery for the batteries.
The Toyota models of Corolla, manufactured in Sorocaba, interior of São Paulo, meet all these requirements, ensuring their exemption.

Other Manufacturers Were Left Out
Models such as the Fiat Pulse and the Fastback Bio Hybrid, despite also being flex hybrids, did not qualify for the exemption. This is due to lower technical specifications, such as less powerful electric motors and lower voltage electrical systems.
In addition to Fiat, light hybrid vehicles from other brands such as Kia, Caoa Chery and others were also excluded from the exemption, not meeting the minimum requirements established by the new law.
Government Justification for IPVA Exemption
The governor of São Paulo, Tarcísio de Freitas, explained that the law was designed to strengthen the local automotive industry. According to him, the measure aims to attract and prioritize the production of hybrid vehicles in the state of São Paulo, with brands such as GM, GWM, Toyota, and Volkswagen already confirming plans for local production.
Freitas emphasized that the benefit will be allocated only to vehicles produced in the state, excluding those manufactured in other regions or abroad. This decision explicitly excludes vehicles like those from BYD, which have production units in Bahia.
