The Purpose of Voa Brasil Is to Enable Retired Brazilians and Students to Purchase Air Tickets at More Affordable Prices.
The federal government is about to launch the Voa Brasil program, which aims to provide accessible air tickets to different social groups. Initially, the pilot project will be directed at retirees with an income of up to two minimum wages. Starting in the second half of this year, they will be able to purchase air tickets for only R$ 200, thanks to this initiative.
Voa Brasil Program Will Expand Benefits for Students and Public Servants
Announced by the Minister of Ports and Airports, Marcio França, on March 13, the Voa Brasil program is a government strategy to reduce the aircraft occupancy rate, which currently stands at around 20%.
To achieve this, promotional-priced tickets will be offered during off-peak times and dates.

“Retirees seem like a good filter [for promotional prices]. They have more time, can take advantage of low seasons. The idea is to start a pilot program in the second half and open a specific area for these tickets [on the websites],” revealed the Secretary of Civil Aviation, Juliano Noman.
In addition to retirees, the Voa Brasil program is also expected to be extended to students benefiting from Fies and public servants.
The final text of the program is still being drafted by the ministry, but it is already expected that airlines will reserve an exclusive area on their websites for the sale of tickets aimed at this group.
Federal Government Initiative Aims to Democratize Access to Air Transportation
The Voa Brasil program will be implemented in the form of a loan, that is, without direct federal subsidy.
The beneficiaries will be able to purchase tickets for R$ 200 per leg and pay in up to 12 installments.
The transaction will be mediated by a public bank, such as Caixa Econômica Federal or Banco do Brasil, which will make the payment to the airline and deduct the amount directly from the beneficiary’s paycheck.
“Airlines operate with 21% fewer passengers, with 21% of seats empty. The goal is for us to be able to fill these seats by encouraging people to fly,” through the program, more Brazilians will have the opportunity to travel.
With the proposal in progress, it is estimated that each person will be able to purchase up to four tickets per year, valid only for trips in February to June, August, and November.
These restrictions will help ensure the availability of the benefit for a greater number of people.
Another government measure to boost the aviation sector and promote economic recovery is the possible change in aviation fuel (QAV) prices.
One of the hypotheses is to apply “export price parity,” as suggested by experts like Noman.
With the Voa Brasil program, the federal government seeks not only to facilitate access to air transportation for retirees, students, and public servants but also to stimulate the aviation sector and boost the country’s economy.
Through accessible air tickets, it is expected that more people will have the opportunity to travel and explore different regions of Brazil, promoting domestic tourism and the development of various locations.
