Investment of R$ 200 billion Predicts Hyper-Scale Data Center at the Pecém Complex, with Construction Starting in January 2026, Institutional Approvals Granted, Area Equivalent to 95 Soccer Fields and Local Partnerships for Energy and Operation
The construction of TikTok’s first data center in Latin America is set to begin in January 2026, at the Pecém Industrial and Port Complex in Ceará, with an announced investment of R$ 200 billion and located in a strategic area of the Fortaleza Metropolitan Region.
The start of construction will be marked by the groundbreaking ceremony in the first month of 2026, as confirmed by Governor Elmano de Freitas, who highlighted the commitment made by the company to enable the project’s timeline in the state.
“The TikTok, the commitment it has with us is to start the works in January. The groundbreaking in January 2026,” said Elmano de Freitas while detailing the project’s progress and the expectation for the data center’s implementation. The project is expected to cost R$ 200 billion.

The project will be installed in the Pecém Export Processing Zone and will represent TikTok’s first data center in Latin American territory, in addition to being the first hyper-scale project implemented in Ceará.
Institutional Approval and Technical Authorizations Already Granted to the Project
The data center has already received approval from the National Council of Export Processing Zones, the main decision-making body for special customs areas, a step considered central to the installation of the structure in Pecém.
Preliminary licensing has also been granted by the State Superintendence of Environment, in addition to authorization from the National System Operator to connect the project to the national power grid.
Environmental Concerns and Indigenous Presence Surrounding the Area
The Public Ministry of Ceará requested that the environmental licensing process be assessed, pointing out possible impacts resulting from the project, which is expected to occupy an area equivalent to 95 soccer fields in the municipality of Caucaia.
Information from the Federal Public Ministry indicates that the Funai Village Registry System counts more than 20 Anacé villages near the Pecém Complex, an area claimed as traditional territory.
Local Partnerships Involve Renewable Energy and Operation of the Center
TikTok will have two local partners for the project’s execution. Casa dos Ventos will be responsible for the construction of wind farms to supply energy to the data center.
Omnia will be responsible for the development, construction, and operation of the structure, with a planned investment of R$ 11 billion from the Pátria investment fund, consolidating Ceará as a strategic hub for digital infrastructure.
