The General Rates of Taxes on Operations Related to the Circulation of Goods and Services (ICMS) Were Adjusted at the End of 2022 in 12 States.
Thus, ICMS rates increased from around 17% and 18% to over 22%, according to a survey conducted by IOB.
These changes took shape due to the approval of the “ICMS Ceiling” in the National Congress in mid-June 2022. With all this, the general rate of each state had to start charging a maximum tax on public transport, energy, fuels, and other elements that became part of its list of essential services.
Before this ceiling approval, the tax on gasoline was around 30% in various states, while in Rio de Janeiro it exceeded 34%.

Increases Take Effect from March 8
With all these adjustments, taxes on essential goods and services, just like fuels, may also rise. In summary, there is still an agreement between the States and the Union to maintain the ceiling for these fuels, such as diesel and natural gas, but also for cooking gas. However, gasoline is excluded from this decision.
This is all because the Federal Supreme Court (STF) removed gasoline from the list of essential items for Brazilian citizens. Therefore, this tax increase will be valid between March 8 and April 1, depending on each state.

- Acre: change from 17% to 19%, starting on April 1;
- Alagoas: change from 17% to 19%, starting on April 1;
- Amazonas: change from 18% to 20%, starting on March 29;
- Bahia: change from 18% to 19%, starting on March 22;
- Maranhão: change from 18% to 20%, starting on April 1;
- Pará: change from 17% to 19%, starting on March 16;
- Paraná: change from 18% to 19%, starting on March 13;
- Piauí: change from 18% to 21%, starting on March 8;
- Rio Grande do Norte: change from 18% to 20%, starting on April 1;
- Roraima: change from 17% to 20%, starting on March 30;
- Sergipe: change from 18% to 22% starting on March 20;
- Tocantins: change from 18% to 20%, starting on April 1.
