Have you ever imagined how a mega railway can transform a city? This is the idea behind the Suburban Rail Loop (SRL) in Australia. This grand project is modernizing public transport in Melbourne, involving 90 kilometers of tracks that will circle the suburbs. Since its early steps in 2016, large machines, known as TBMs, have been tirelessly tunneling, while the city eagerly awaits the first phase still in 2024. Public Transport in Australia

The public transport system in Australia is well-developed, offering a wide variety of trains, subways, buses, bikes, and ferries. However, as a continental country, Australia faces constant infrastructure challenges.

A US$ 125 billion mega railway is currently under construction. This project is a remodeling of the existing subway system and will establish a new continuous railway route. The railway, called the Suburban Rail Loop (SRL), will be 90 kilometers long and will circle the suburbs of Melbourne.

Details of the SRL Project

The SRL project – mega railway is composed of three main segments:

History of Public Transport in Melbourne and the Arrival of the Mega Railway

In the 1970s, public transport in Melbourne was in a critical state. The last significant investment in railways had been made 50 years prior, and the old electric trains introduced in 1910 were still in operation.

In 1981, the City Loop was inaugurated, the first underground railway line in Melbourne. It is located in the Central Business District and has three subway stations that connect to the two busiest train stations in Melbourne, Flinders Street and Southern Cross.

Decentralization of Trade

With the decentralization of trade, many people now live and work in different locations. Neighborhoods have ceased to be merely residential or commercial, becoming mixed zones. This old transport model no longer meets current demand.

Those living in Burwood, a suburb of Sydney, and working in Caulfield, a suburb of Melbourne, need to take a train to the Central Business District and then return part of the way to reach Caulfield. Despite the distance of only eight kilometers, this journey takes one hour and twenty minutes by train, while by car it takes only sixteen minutes.

Comparison with Metro Systems Around the World

The most efficient metro systems in the world are in London, Singapore, Moscow, and Tokyo. All of them have connections not only in the city center but also in outlying neighborhoods. 2021 Census data revealed that while about 50% of people in Melbourne drove to work by car, only 3% took the train.

Preparations for the construction of the Suburban Rail Loop began in 2016 with the metro tunnel. The first phase of the mega project is expected to be delivered in 2024, and the final phase of the SRL is anticipated to be completed in 2050.

The metro tunnel is being excavated about 40 meters below the streets of Melbourne. The machines are digging a set of tunnels to accommodate a new train line. This tunnel is the first step in the infrastructure overhaul, as it addresses a crucial flaw in the old transport model: the bottleneck of the lines that need to pass through the city center.

Boring Machines

A total of four Tunnel Boring Machines (TBMs), or “Tatuzão,” as they are called in Brazil, are responsible for excavating these twin tunnels. These machines are enormous, weighing over 110 tons and reaching 120 meters in length. Each TBM is crowned with a cutting head that weighs 100 tons and functions as a drill, able to bore through rocks six times harder than concrete.

Each TBM is operated by a crew of up to 10 people, including an operator. The machines are monitored 24 hours a day, seven days a week, and are fully equipped with a kitchen, office, and restrooms. The state-of-the-art navigation system keeps the machines on the right track at all times.

Each of the four TBMs has been named after local heroines and has a distinct color. The first TBM, named John, was launched from Ardennes in 2020, followed by Maggie a few weeks later. The other two TBMs were launched a few months after that. All four met in mid-2021.

Impact of the SRL Project

The primary goal of the metro tunnel is to free up circuit capacity for more trains to enter and exit the city. Extra-long platforms of 240 meters will allow trains of ten carriages, three more carriages than the longest trains currently operating on the network.

The new railway network in Melbourne will lead to new locations, including the Parkville district, which is home to the University of Melbourne and major hospitals, such as the Royal Melbourne, in addition to the developing area of Ardennes.

Comparison with São Paulo’s Metro

In Brazil, the São Paulo metro is considered one of the most modern and well-signaled in the world. The interval between trains is about 99 seconds, the third shortest interval in the world. Compared to Melbourne’s metro, whose interval ranges from 10 to 20 minutes, the Brazilian system is well ahead.

Some critics are convinced that the SRL involves political issues in Melbourne. There has been a debate about whether the East West Link or the Metro Tunnel would have the better design.

According to an article from the Australian Broadcasting Corporation (ABC News), the first phase of the project, the metro tunnel, has already exceeded the budget. A 2022 report found that the cost would be US$ 12.58 billion, a 14% increase from the budget approved in 2017.

Value Capture

The financial issues of construction raise many debates, as the proposal is for part of the funding to come from so-called Value Capture, which recovers the value that public infrastructure generates for private owners.

Public opposition is growing, as Australian citizens have been facing infrastructure pressures and rising living costs. In an interview with The Australian Financial Review, the transport director of the Grattan Institute, Marion Terrell, stated that it is time to rethink the project due to the great uncertainty regarding costs.

Future of Melbourne

Greater appreciation of the areas around the new stations is expected, with thriving communities, diverse housing options, local services, and jobs closer to where people live, all within a short distance of a railway station.

The director of the metro tunnel project, Linda Cantor, highlights the importance of the work for future generations. She states that these stations will be here in 100 years and that it is necessary to build for our children and our children’s children.

The SRL project is ambitious and aligns with the latest in public transport. The question remains: will public and financial pressures pause this project and cause transport in Melbourne to stand still? Or will the Australian political culture prevent this from happening?
