The Domestic eSocial Tool Allows You to Register Communication of Work Accident in a Few Steps, Expedites Access to Social Security Benefits, and Prevents Penalties That Can Exceed R$ 98 Thousand for the Domestic Employer.

The Domestic eSocial allows issuing the Communication of Work Accident (CAT) directly on the platform, without external forms or going to the INSS.

Navigation is simple: the employer accesses the worker’s area and registers the accident in the system itself, complying with the legal deadline and preserving social security rights.

In 2025, the layout S-1.3 of eSocial consolidated technical adjustments and continued to be implemented with guiding notes throughout the year.

The correct and timely submission prevents penalties, which were made more objective by Portaria MTE No. 1.131/2025.

CAT Through eSocial: What Changed for the Domestic Employer

The issuance of CAT through the domestic module has been available since January 10, 2022.

The path within the system is as follows: Employee Management, then Labor Movements, and finally Temporary Leave/CAT.

There, the employer registers the date, time, and description of the incident. When there is a leave, the system advises to also report the corresponding event.

The procedure centralizes the management of the bond and the CAT in a single environment. Meanwhile, eSocial advanced technically.

The S-1.3 layout version went into production on December 2, 2024, coexisted with S-1.2 until February 2, 2025, and received new Guiding Notes throughout 2025.

This keeps the submission flow updated for users of the domestic module.

The CAT must be registered by the first business day after the accident. In case of death, the submission is immediate.

These rules apply to domestic employers and are set out in art. 22 of Law 8.213/1991 and reiterated in the official eSocial guidelines.

The obligation falls on those who maintain an employment bond with the worker in the domestic module.

Domestic workers without a bond — occasional work, without habituality, and without subordination — do not fall under the Domestic eSocial.

If habituality that qualifies as employment exists, there is an obligation to use the system and comply with CAT deadlines.

Labor jurisprudence usually recognizes the bond when there is continuous work above two days a week, but the analysis is case by case.

Fines: Updated Values and Rules in 2025

Portaria MTE No. 1.131/2025, published in the Official Gazette on July 4, 2025, amended art. 81 of Portaria MTP No. 667/2021.

The measure made the criteria for applying fines for delays, omissions, or inconsistencies in eSocial more objective.

The values include base and additional per affected worker. The regulation also provides for cases of increased penalties in the event of recidivism.

Sector entities and professional councils summarized the new parameters, citing minimum values and ceilings applicable per infraction according to the classification.

In the case of event S-2210 (CAT), reported late or not sent, the penalty can reach R$ 98,484.45.

This amount can double in the event of recidivism, according to technical materials from entities such as Fenacon and specialized publications in SST.

Although the regulatory text brings the calculation logic and general limits, these materials present the reference value used in supervisory practices.

How to Register in the System, in Practice

The process takes place in a few steps within the Domestic eSocial.

After logging in with the gov.br account, the employer accesses Employee Management, selects the worker, goes to Labor Movements, and chooses Temporary Leave/CAT to register the event.

The submission is associated with the bond. In the case of leave, the employer must also send the S-2230 (Temporary Leave) with the correct dates.

Additionally, since October 2024, the INSS automatically fetches leave information from eSocial to calculate the last working day. This speeds up the analysis of disability benefits.

Filling out the S-2230 accurately helps avoid requirements and reduces the response time for the worker.

Workers’ Rights After the CAT

When the INSS examination recognizes the link to work, the benefit granted is the accident-related sickness benefit (code B91).

This benefit waives the waiting period and guarantees specific labor effects.

These include FGTS deposits during the leave and temporary stability for 12 months after discharge, as provided in art. 118 of Law 8.213/1991.

If the incapacity becomes permanent, there may be a grant of pension for permanent accident-related incapacity (B92), depending on the case.

Work-related accidents can occur inside or outside the home, such as falls while cleaning, cuts from kitchen utensils, or electric shocks while operating household appliances.

The CAT also applies to occupational diseases recognized by the examination.

Best Practices to Avoid Fines and Delays

Registering the occurrence immediately and gathering supporting documents — such as medical records and a description of the location — facilitates INSS analysis and supervision.

Before submitting, review registration data in eSocial to avoid inconsistencies that generate requirements. In case of leave, keep the S-2230 updated for extensions and returns.

Finally, training the family on safe routines and maintaining simple PPE (non-slip gloves, rubber mats) reduces risks and prevents new registrations.
