The National Agency of Petroleum, Natural Gas and Biofuels surprised the market by proposing the offering of 418 areas for oil exploration in Brazil, with new local content requirements. The process, which involves two distinct bids, one for pre-salt areas and another for post-salt, has been put out for public consultation and will hold its auctions only in 2025.
The offered blocks bring significant changes compared to previous rounds. The ANP, alongside the government, has raised the requirement for the acquisition of goods and services in Brazil, reinforcing the commitment to revitalizing the national industry, especially in the naval sector. In the pre-salt, for example, local content in the exploration phase rose from 18% to 30%, while platforms will need to achieve 25% and subsea systems 40%. But will this movement really strengthen the local economy?

The controversial Foz do Amazonas basin remains in focus, while Petrobras awaits the decision from Ibama regarding the license for an exploratory well.
The government is also seeking to facilitate the participation of companies in the auction by reducing bureaucracy. One of the main measures is to allow companies to enter the competition without expressing prior interest in the areas. “These changes aim to streamline the process and make it more agile,” says lawyer Guilherme Vinhas.
