An Investment of R$ 6.1 Billion Will Improve Sanitation, Water Supply, and Water Security in Several Cities in Pernambuco. See the List of Benefited Cities and How This Measure Will Impact Residents’ Lives!
The government of Pernambuco launched this Wednesday (16) the ambitious program “Águas de Pernambuco”, which promises to invest R$ 6.1 billion in sanitation, water supply, and water security across the state.
The goal is to improve supply conditions, sewage, and water treatment, as well as to resume works that have been halted for years, focusing on the most infrastructure-deficient regions.
Official Launch at the Cais do Sertão

The launch ceremony took place at the Cais do Sertão museum in Recife and was attended by Governor Raquel Lyra (PSDB) and the president of the Pernambuco Water Supply Company (Compesa), Roberto Campos. The governor emphasized the importance of the program and the magnitude of the investments involved.

“Today we institutionalize the Águas de Pernambuco program, which is something we have been working on since the first day of our government. R$ 6.1 billion are already guaranteed from financing resources, loans, partnerships with the federal government of President Lula, and also the State of Pernambuco’s own resources,” affirmed Raquel Lyra.
Where Will the Resources Come From?
The resources will be divided between federal government financing (R$ 1.9 billion), a credit operation by the state of Pernambuco (R$ 1.3 billion), another credit operation by Compesa (R$ 1.4 billion), and public-private partnerships (R$ 1.5 billion). These amounts will be applied to both water security projects and sewage treatment.
Thus, the investment division will be as follows:
- Greater Recife: R$ 2.3 billion
- Agreste: R$ 2 billion
- Sertão: R$ 1.2 billion
- Zona da Mata: R$ 600 million
Strategic Works for Underprivileged Regions
Roberto Campos, president of Compesa, highlighted the importance of directing investments to regions that have suffered from a lack of adequate infrastructure for decades. “Right at the beginning of Governor Raquel Lyra’s administration, there was a decision to invest in these regions, which have not received investment for more than 20 years. At this moment, works are underway in the North Zone of Recife, surrounding the hills to allow greater pressure in the supply systems,” said Campos.
Axes of the “Águas de Pernambuco” Program
The “Águas de Pernambuco” program is structured into four main axes: water security, water supply, sewage treatment, and rural sanitation. Each axis includes a series of works and actions planned to improve the quality of life for the populations served.
Water Security
In this axis, the state plans to invest R$ 712.2 million in the construction of new dams, in addition to allocating R$ 247.2 million for the maintenance and recovery of existing dams. Some of the main works include:
- Completion of the Panelas II dam in Cupira, in the Agreste
- Resumption of the Gatos dam in Lagoa dos Gatos, in the Agreste
- Construction of the Correntes, Canhotinho, and Ipanema II dams in Águas Belas and Itaíba, in the Agreste
Water Supply
Compesa will be responsible for R$ 2 billion in works aimed at water supply, focusing on increasing coverage and reducing the supply rotation in municipalities already served. Among the main actions are the completion of the Agreste and Serro Azul pipelines, as well as the implementation of the Negreiros supply system in the Araripe Sertão.
Sewage Treatment
Another important point of the program is the renegotiation of the public-private partnership “Cidade Saneada,” established between Compesa and BRK Ambiental, aiming to expand sewage treatment coverage in Greater Recife and Goiana, in the Zona da Mata. The works include interventions in the North Zone hills of Recife and in the neighborhoods of Prazeres, Boa Viagem, and Imbiribeira, in the South Zone, as well as Várzea and Cordeiro, in the West Zone.
According to Governor Raquel Lyra, these works are essential to serve critical areas of the Metropolitan Region of Recife. “These are works ranging from pipelines to drilling wells and dams, such as the Engenheiro Pereira dam in Jaboatão dos Guararapes. We will also advance to the Southern Agreste of our state,” stated the governor.
Rural Sanitation
The rural sanitation sector, often overlooked in large projects, will receive R$ 316.2 million for the expansion of the supply network. The first municipalities to benefit will be Flores, Serra Talhada, Betânia, Cabrobó, and Petrolândia, in the Sertão, as well as Bezerros, Caruaru, and Tupanatinga, in the Agreste.
