An unprecedented initiative of financial cooperation between the private and public sectors was formalized on June 12, 2024, in the municipality of Conceição do Mato Dentro, in Minas Gerais.
The mining company Anglo American has confirmed the allocation of R$ 500 million to the city through a voluntary investment agreement without judicial requirements.
The commitment was made to be executed over 10 years, with a total focus on infrastructure, health, and education, which significantly enhances the positive impact in the region.

As announced by Mayor Otacílio Neto Costa Mattos, the application of the resources will primarily focus on strategic structural projects.

Among the confirmed initiatives are:
- Construction of a new municipal hospital, with increased capacity for care;
- Implementation of a higher education center, aimed at technical and academic training;
- Requalification of the MG-010 highway, which connects the municipality to the capital Belo Horizonte;
- Creation of an urban ring road, to improve logistical flow and reduce heavy traffic in the city center.
These measures aim to improve the quality of life of the population and ensure planned, inclusive, and sustainable growth.
Voluntary Agreement Strengthens Cooperation Model
According to the Municipal Government of Conceição do Mato Dentro, the pact was the result of a transparent dialogue process with the mining company, without judicial intervention, TAC, or mandatory compensations, which reinforces the legitimacy of the action.
“This is a construction based on trust, responsibility, and dialogue. A model that can inspire other cities and companies in Brazil”, stated the mayor during the official announcement.
The event took place at the municipal executive headquarters.
As emphasized by the manager, the voluntary agreement reinforces the municipality’s role in leading its own development, with planning and social control over investments, which raises the standard of local public governance.
Immediate Results and Implementation Timeline
According to information released by the Municipal Department of Works, the first projects will enter the execution phase in 2024.
The municipal hospital, part of the city’s strategic health plan, will have the executive project completed by the end of December 2024.
The expected start date for the works is in February 2025.
The higher education center, on the other hand, should partner with a private educational institution.
The selection notice will be issued in the first half of 2025.
Infrastructure works are expected to start after the completion of traffic impact and urban mobility studies.
The size of the investment not only elevates the city’s development level but also raises the sector’s standard in the region, with potential job creation with significant vacancy numbers.

Anglo American Brasil, through its institutional relations department, highlighted that the initiative reaffirms the company’s commitment to ESG (environmental, social, and governance) practices, demonstrating its alignment with international standards.
According to an official statement released to the press, the agreement aligns with the company’s global policy.
This policy provides for a responsible, participatory, and transparent action in the regions where it operates.
“This is an investment in people, in the future, and in dignity. It is not just about infrastructure, but about citizenship”, the company highlighted in a joint statement with the city hall.
Municipality Positions Itself as a Reference in Voluntary Pacts
With about 20,000 inhabitants, according to IBGE (2023), Conceição do Mato Dentro now joins a select group of municipalities.
This group has directly negotiated with large companies for the allocation of resources for public purposes.
The average annual value of the agreement — approximately R$ 50 million per year — is higher than the budget of several cities of similar size in Minas Gerais, which represents a significant strategic advantage.
This differential will allow the municipality to advance in chronic areas, such as public health and professional qualification.
In addition, it will promote urban improvements, with a lasting impact on the quality of life of residents.
