Bill 3507/25 Seeks Mandatory, In-Person, Periodic Inspection for Cars Over 5 Years Old. Rule May Impact Used Car Sales and Make Life a Nightmare for Drivers.

The safety inspection has come back to the center of the debate in Brasília and may affect the routine of drivers. The Bill 3507/25 proposes mandatory vehicle inspections to be conducted periodically throughout the country.

The change primarily affects vehicles over 5 years old, focusing on safety and compliance. In practice, drivers may face new steps and costs to keep their cars roadworthy.

Mandatory Inspection Returns to Debate and Targets Cars Over 5 Years Old

The proposal amends the Brazilian Traffic Code, CTB and expands the inspection beyond property transfer. The idea is to create a national standard for the procedure.

The topic draws attention because it directly impacts drivers’ wallets and time, while also increasing the chance of stricter enforcement for vehicles in irregular situations.

The rule also reinforces the role of Contran in standardizing and defining the details of the inspection model.

What Are the Rules, Deadlines, and Conditions

The central point is the requirement for an inspection with periodicity. The exact interval is not specified in the proposal and will be linked to future regulations from Contran.

In addition to the periodic routine, inspections may also be required in specific situations. The measure includes property transferschanges of residence between municipalities or statesrecovery of vehicles after theft or robbery and cases of suspected cloning or tampering.

This plan expands the instances in which drivers may need to demonstrate compliance with road conditions and documentation.

How the Process Works When Applicable

The inspection becomes mandatory physical and in-person. The proposal prohibits any form of remote verification.

The procedure may be conducted by traffic authorities or accredited companies, such as ECVs, with electronic data transmission during the process.

This way, the inspection gains a more standardized model, with digital records, but without allowing for remote inspection.

What Will Be Evaluated in the Vehicle Inspection

The inspection serves as a complete checkup, assessing safety, maintenance, and legality. The proposal provides for verification of the vehicle identification, such as chassis and engine, and the legitimacy of ownership.

It also includes the functioning of mandatory equipment. Another highlighted point is the attention to the visibility and legibility of license plates.

If there is a failure due to suspected tampering, immediate police notification is anticipated.

What Changes in Practice for Drivers

In cases of rejection due to safety or maintenance items, a grace period for compliance is provided. The intention is to allow for corrections before more severe measures are taken.

The risk increases for those who insist on driving with an irregular vehicle. If there is a new rejection and the car is caught driving, the proposal provides for vehicle seizure.

In practice, the routine may include more control steps and a greater need for preventive maintenance.

Protection for Used Car Buyers and Inspection Reimbursement

The proposal allows for an optional pre-purchase inspection before buying a used car. The buyer may pay for this verification to reduce surprises during the transfer.

If the vehicle fails this pre-purchase inspection, the seller is obligated to reimburse the inspection cost to the buyer. This measure aims to reduce losses and frustrations in negotiations.

This is expected to increase pressure for transparency and for better-maintained vehicles in the used car market.

Periodic Inspection May Become Mandatory, Impact Used Car Sales and Make Life a Nightmare for Drivers

The Bill 3507/25 is being processed conclusively and will be analyzed by the Transportation and Transit Commission, CVT and the Constitution, Justice and Citizenship Commission, CCJ.

If approved in these stages, the project will proceed to the Senate. The proposal also connects to the goals of Pnatrans, aimed at reducing deaths and injuries in traffic.

The result may be more comprehensive enforcement, going beyond just electronic control and requiring physical proof of the vehicle’s conditions.

Bom estou de acordo com as exigências primeiro essas vistorias devem ser de graça pois criam lei só pra tirar dinheiro do trabalhador segundo deixo meu carro dentro do exigido por lei estabelecidas pelo contran, detrans e outros órgãos bem até ai tudo certo como manda a lei agora quero saber se as ruas avenidas e rodovias vão estar de acordo com essas exigências pois só tem buracos e irregularidades elas tem que ser um tapete nesses órgãos de transito só tem **** mental com ideias luminosas (loucos por grana).

Lavem mais imposto aí não adianta aumentar o salário colocando mais meios de arrecadar dinheiro da população, só sobra pó pobre que tem um carrinho pra ganhar um dinheirinho a mas pra sustentar os filhos aí vem o governo tirar é complicado?
