Bank of Brazil Surprises Thousands of Customers and Changes Mastercard Card Policy: Minimum Spend of R$ 15,000 Becomes Mandatory to Maintain Benefits.

Those arriving at Guarulhos Airport have already noticed that access to VIP lounges has practically become a “strategic territory” for banks and for Mastercard itself. Now, a new rule announced by the Bank of Brazil elevates this competition to another level: to continue entering the exclusive space of the brand in Terminal 3 for free, customers of the Ourocard Mastercard Black must meet a minimum quarterly spend of R$ 15,000.

The changes to the Mastercard card rules started on November 1, 2025 and continue to provoke doubts, complaints, and adjustments among frequent travelers.

Specialized aviation and card sites, such as Passageiro de Primeira, confirm that this is the biggest restructuring ever made by the bank in its lounge access policy in years.

Mastercard itself reinforced the change on its official website, explaining that the new card gratuity policy will take effect “from 01/09/2025, according to criteria defined by each issuer.” The announcement can be found directly on the brand’s page at Mastercard Black – VIP Lounge Guarulhos.

Bank of Brazil Customers Must Follow New Minimum Spend Rule: What Really Changes for Lounge Users

Until recently, it was enough to have an active card to enter the lounge for free. No goals, no reference bills. Now, with the new rule, the benefit remains free only for those who reach R$ 15,000 in purchases in the three months prior to the visit. And the values are being charged clearly for those who fall short of the goal.

Portals such as Melhores Destinos confirm that the cost for those who do not meet the minimum spend is estimated at US$ 35 for the cardholder. Mastercard indicates on its page that companions pay R$ 200 per person, with a limit of up to three guests per card.

This point, however, is defined by the general policy of the brand, and not by specific regulations disclosed by the Bank of Brazil, as the BB has not yet published a complete PDF with all the fees.

According to a report from Pontos pra Voar, the notice was sent directly through the app to holders of the Ourocard Mastercard Black. A section released by the portal states: “To maintain free access to Mastercard VIP lounges at Guarulhos International Airport, you must register minimum quarterly spending of R$ 15,000 on the card.”

The statement reinforces that the intention is to encourage recurring use, especially in international purchases, subscription services, and corporate payments.

Bank of Brazil Is Not Alone: The Trend Spreads to Other Banks

The adjustment by the Bank of Brazil is not isolated. According to recent comparisons published on Passageiro de Primeira and Melhores Destinos, other institutions have already followed the same path with Mastercard Black cards. The logic is similar across the board: those who do not meet the minimum quarterly spend pay for access.

Among the banks mentioned by industry specialists are:

  • Bradesco – minimum quarterly spend of R$ 15,000.
  • BTG Pactual – rule is already in effect.
  • C6 Bank – change will take effect starting February 2026.
  • Sisprime – similar policy in operation.

The overall movement, according to market analysts, is linked to a significant increase in the number of Brazilian travelers with premium cards and the high cost of maintaining VIP lounges — a topic discussed in reports published by entities such as ACI World, a global reference in the airport sector.

Excessive Use of VIP Lounges: Why Has Access Become More Restricted?

The strategy serves two clear purposes: First, to concentrate spending on the credit card, increasing the transaction volume of the Ourocard Mastercard Black. Second, to reduce excessive use of VIP lounges, which has been growing rapidly in recent years.

In a note sent to the site Passageiro de Primeira, Mastercard explained that “access policies can vary depending on the issuer, and adjustments are necessary to maintain the quality of the experience.” This statement confirms that the increase in demand has led to a restructuring that, inevitably, has been passed on to the end consumer.

For those who travel frequently and use the lounge as an essential part of their journey, the impact is real, and it is already being felt in the financial planning of upcoming trips.

What to Expect from Here On

The advancement of this model suggests that VIP lounges will continue to be a premium benefit, but increasingly tied to spending behavior. In other words, benefits that were previously “automatic” now serve as incentives for ongoing use of the card.

While the Bank of Brazil has yet to release a complete regulation, reliable sources such as Melhores Destinos, Passageiro de Primeira, Pontos pra Voar, and the official website of Mastercard assure that the scenario is already defined: those who do not meet the minimum spend will pay for access, and this standard is likely to become the norm in the market.
