Proposal From The Ministry of Transport to Relax Driving School Classes Generates Cancellations, Refunds, and Criticism From Business Owners and Sector Entities
The proposal from the Ministry of Transport to eliminate the requirement for classes in driving schools to obtain a National Driver’s License (CNH) is already causing changes in the sector.
Business owners report cancellations of courses and requests for refunds. Some claim they had to put instructors on notice due to the drop in business.
The information was disclosed by the president of the National Federation of Driving Schools and Driver Training Centers (Feneauto), Ygor Valença, in an interview with CNN Auto.

Insecurity and Criticism
According to Valença, the Ministry has not yet presented an official text, only political signals.
Even so, the effect is already being felt. “We already have students canceling their enrollments based solely on statements in the press. There is nothing concrete; even if there were a published resolution, the effects usually begin in 180 days. It is a situation of insecurity created by populist rhetoric,” he stated.
The Ministry’s idea is to allow candidates to take theoretical and practical classes on their own, using a digital platform or, optionally, through driving schools.
After passing the exams administered by the Detrans, the candidate would have the right to the CNH.
Absence of Public Consultation
The president of Feneauto criticizes the lack of dialogue with traffic experts and the absence of public consultation.
“There is no draft resolution. What we have is an attempt to inflate popularity with an easy appeal agenda, without considering the real risks on the road.”
Market Impacts
Businessman Mercidio Givisiez, CEO of Grupo G-Auto in Minas Gerais, also confirms a drop in demand. He reports that he has already put instructors on notice and that, from a class of 27 students, 17 requested refunds. “Many want to wait for the outcome of this story,” he said.
Givisiez also runs E-Motors, a company planning to launch an electric car exclusively for driving schools.
Valença further emphasized that the CNH Social program, incorporated into the Brazilian Traffic Code, provides free qualification for low-income individuals and is a counterpoint to the Ministry’s proposal.
For him, a change of this nature would require a revision of the regulations and incentives, such as exemption from IPVA or IPI for vehicles used in driver training.
