Foz do Iguaçu Discusses New Amendment to “Green Property Tax”, Which Proposes Progressive Discounts on Tax for Properties with Solar Energy, Encouraging the Adoption of Residential Photovoltaic Systems
In the session on Monday, May 6, the Foz do Iguaçu City Council will begin the processing of a proposal that could encourage the use of solar energy in the city. This is a substitute amendment to the bill that establishes the “Green Property Tax” program.
The aim is to grant progressive discounts on the Urban Property and Land Tax (IPTU) for residential properties that install photovoltaic generation solar energy systems. The proposal is authored by councilwoman Anice Gazzaoui.
According to the text, the discount would work in three stages. In the first year after the system installation, the owner would receive a 5% reduction in the tax.

In the second year, the discount would increase to 10%. From the third year onward, the benefit would reach 15%, maintained in subsequent years, as long as the system is operational.
To be entitled to the benefit, the property owner will need to present a technical report issued by a qualified professional or company, proving the installation and operation of the photovoltaic system. It will also be required that the property has all municipal taxes up to date.
Furthermore, the request must be made formally to the competent public administration body, with the necessary documentation submitted in the year prior to the discount request.
The project specifies that the discount will only be applied on the IPTU of the property with the installed system. It will not be possible to combine it with other existing benefits or exemptions.
The amendment begins to be processed in this session and could represent a real incentive for clean energy generation in the city.
