Investment of R$ 400 Million in Former Troller Factory for Electric Vehicle Production
The recent announcement of the investment of R$ 400 million in the former Troller factory for electric vehicle production is undoubtedly a bold move by the government of Ceará. But will the promise of an automotive hub in the state really take off?
There is no denying that the reactivation of the former factory of Troller in Horizonte, Ceará, is a strategic move. With the land now in the hands of the Ceará government, the expectation is to transform this area of 127,000 m² into a new hub for electric vehicle production. However, as with anything that seems too good to be true, this project still raises some eyebrows.
New Factory for Electric Vehicle Production

The land, which had been inactive since 2021, was expropriated by the administration of Elmano Freitas in March 2024. Yes, expropriated. And this decision, while bold, was not unanimous. Some people frowned upon it, arguing that the government might be spending too much on a project whose success is still uncertain. However, the governor remained firm, claiming that Ceará could not miss the chance to have its long-desired automotive hub.

Comexport is Responsible for the Project
If you are curious to know which brands will be establishing themselves in this new factory, well, you’re not alone. Comexport, responsible for the project, is still keeping a mystery about the companies that will bring their electric cars to the Ceará market. There are rumors that brands like Volvo, Mercedes-Benz, and Toyota are in the running, but so far, nothing has been confirmed.
And speaking of speculation, the Chinese automaker Neta may be one of the first to land in Brazil via this new industrial plant. With three newly unveiled models and plans to begin operations in the country in 2025, Neta could leverage the facilities of the former factory of Troller to expedite its entry into the Brazilian market. But again, all of this is still in the realm of assumptions.
Plan to Create a Multi-Brand Factory Focused on Electric Vehicle Production
The plan to create a multi-brand factory focused on electric vehicle production is undoubtedly ambitious. But is Ceará prepared to become a reference hub in this area? The president of the Federation of Industries of the State of Ceará (Fiec), Ricardo Cavalcante, announced partnerships with ArcelorMittal, which could ensure the supply of essential materials for this new phase of the local industry. Nevertheless, the project is not limited to assembling vehicles with imported parts. The idea is also to produce the key components on national soil, which could boost the state’s economy.
Now, the question remains: will the government of Ceará be able to transform this former factory of Troller into a true industrial hub for electric vehicles? Or will this project end up like so many other promises that never materialized? The truth is that only time will tell if this R$ 400 million bet will yield the expected results or if the state will be left with a white elephant on its hands.
For now, optimism is high, but skepticism is also present. The fact is that all eyes are on this new phase of the automotive industry in Ceará. After all, the future of sustainable mobility in Brazil is at stake.
