The federal government announced this Friday (8) the creation of the Inova Program (National Program for Machines, Equipment, and Vehicles for Regional and Territorial Development). The initiative aims to provide, acquire, and donate vehicles, machines, and equipment, focusing on territories with lower socioeconomic development in the country.
The most important thing is that the measure intends to reduce regional inequalities, modernize production processes, foster innovation, and generate employment and income.
In addition, the program aims to increase local competitiveness, support strategic production chains, and promote sustainable practices.

How Will The Execution Be
The program will be coordinated by the National Secretariat for Regional and Territorial Development Policies, linked to the Ministry of Integration and Regional Development.
To this end, it will rely on partnerships between federal, state, district, municipal governments, and civil society organizations.
Municipalities with low human development index, deficient infrastructure, or those in a state of emergency or public calamity will be prioritized.
The selection will follow technical and strategic criteria according to the needs of each locality.
What Will Be Offered By The Program
Among the planned equipment are trucks, heavy machinery, agricultural implements, quadricycles, and tricycles.
These items will be acquired through electronic auction and distributed proportionally among the Federative Units.
Each state will receive at least five units, ensuring a minimum national distribution.
Beneficiaries will need to demonstrate specific demand and have the technical capacity and infrastructure for the use and maintenance of the equipment.
It will also be necessary to sign a donation agreement with obligations, ensuring that the use is exclusively for the program’s objectives.
Resources and Planning
The Inova program is part of the 2024-2027 Multiannual Plan and will be financed with resources from the budget of the Ministry of Integration and Regional Development.
The investments will be within the Regional Development and Territorial Ordering Program.
Therefore, the expectation is that the initiative will not only improve productive infrastructure but also create conditions for less favored regions to expand their participation in the economy, generating opportunities and sustainable development.
