Deputy Arthur Lira (PP-AL), former president of the Chamber of Deputies, submitted a project on Thursday (09/18/2025) that creates the social charge on water bills for families in vulnerable situations.
The proposal aims to amend the law that established the National Water Resources Policy in 1997, with the goal of exempting, either fully or partially, amounts charged for water usage.

What the Law Proposed by Arthur Lira Provides
The initiative suggests including the letter “A” in Article 21 of the current legislation, creating the social category of charge for the use of water resources.
According to the text, low-income family groups and public irrigation projects deemed of social interest may benefit.
In practice, this allows family farmers and families in economic vulnerability to have partial or total exemption from the water bill, according to criteria established by the law.
Distributive Justice and Combating Exclusion
Lira emphasized that the aim of the measure is to ensure distributive justice and prevent the cost of water from being a factor of social exclusion.
For him, the new charging format also strengthens small farmers.
“For family farmers in public irrigation projects, the provision for partial or total exemption from the charge is a mechanism that ensures competitiveness and promotes the sustainability of activities that, in many cases, are the only alternatives for the survival of families,” the parliamentarian stated.
Social Charge and Alignment with Other Public Policies
The deputy also noted that the proposal aligns with measures already approved in other areas, such as Provisional Measure 1300/25, which grants exemption from electricity bills for low-income families.
“Now Parliament will have the opportunity to deliberate on a new step towards a fairer public policy, this time regarding the capture of water from rivers, aquifers, and bodies of water in general,” he highlighted.
Accelerated Processing in the Chamber
To expedite the project, the leader of the Progressives, Deputy Doctor Luizinho (RJ), submitted a request for urgency.
As a result, the text can be voted directly in plenary, without going through thematic committees.
If approved, the project will represent a significant change in how the water bill charge is applied in Brazil, prioritizing the most vulnerable and ensuring that access to water is not compromised by financial difficulties.
