Bolivia faces a mobility and supply crisis after weeks of blockades on important highways in the country. In light of the direct impact on product circulation and the functioning of essential services, the Bolivian Congress approved a new rule that defines procedures for the use of emergency measures.
The information was released by CNN. During the meeting, parliamentarians also held a minute of silence in tribute to the victims of the clashes recorded in recent weeks.
According to the report, the measure does not mandate the immediate application of a state of exception but establishes criteria for the government to resort to this instrument if deemed necessary.

Blockades affect logistics, transport, and distribution of products
The crisis gained strength after 37 consecutive days of demonstrations that began in May. Throughout this period, groups organized blockades on strategic roads, affecting land transport in various regions.
Among the most impacted areas are La Paz and El Alto, which together concentrate about 2 million inhabitants and function as important logistical centers.
As a result, the blockades began to compromise:
- transport of goods
- food supply
- fuel circulation
- urban mobility
Furthermore, the flow of products between regions was reduced, which increased pressure on local trade and services.
Rule defines procedure for adoption of emergency measures
According to CNN, the approved text establishes that the government may decree extraordinary measures through an official instrument, provided that the decision is forwarded to Congress within 72 hours.
The regulation also stipulates that these measures have a limited duration, with the possibility of extension through further parliamentary analysis.
Additionally, the declared objective is to allow faster responses in scenarios that affect the functioning of essential services and the circulation of people and goods.
Situation worsens after episodes of violence in logistical operations
Tension increased after an episode occurred on Saturday, June 6, when six police officers were shot during an operation to clear a route considered essential.
The case reinforced the authorities’ concern about maintaining transport corridors amid the blockades.
According to data cited in Parliament, at least 9 people have died in events related to the protests over the past few weeks.
Crisis impacts economy and circulation in strategic regions
With the prolonged stoppage of highways, productive sectors face difficulties in maintaining the normal flow of goods.
Additionally, the interruption of strategic routes directly affects economic integration between regions, increasing logistical costs and reducing product availability.
