Unprecedented Environmental License Opens Path for Oil Exploration in the Equatorial Margin, Region Near the Mouth of the Amazon River, and May Redefine the Energy Matrix and Economic Development of the North of the Country.

The authorization granted by Ibama to Petrobras to begin drilling an exploratory well in the Equatorial Margin, about 500 kilometers from the mouth of the Amazon River, has ended an environmental deadlock that had persisted for years and opens a new front for oil prospecting in the country.

The current phase is restricted to geological data collection, without oil extraction, and is expected to last approximately five months.

According to estimates from the National Confederation of Industry (CNI), the advancement of the project could generate 495 thousand jobs and inject R$ 175 billion into the Brazilian economy, if the reserves are confirmed and commercial development is authorized.

License Unblocks Project in the Equatorial Margin

The approval allows Petrobras to carry out activities in deep waters off the coast of Amapá, near the border with Pará, in an area far from the shore.

The goal is to identify potential hydrocarbon accumulations and assess whether there is technical and economic viability for future exploration.

The authorization follows a previous denial from Ibama in 2023, which prompted adjustments to the company’s environmental plan.

Economic Projections and Potential Impact

According to CNI, exploration in the region could stimulate productive chains in various sectors, including maritime services, engineering, and industrial supply.

The calculation considers direct and indirect investments throughout the project’s entire cycle.

However, economists consulted by the press emphasize that the economic impact will only be felt if there is confirmation of profitable reserves and an effective start to production — which still depends on further licensing phases.

Estimates on the Potential of Reserves

A report from Itaú BBA indicates that the Amazon River Mouth Basin could contain up to 5.7 billion barrels of oil.

If the data is confirmed, the volume would increase Brazilian reserves by about 34% and Petrobras’s reserves by 58%.

Energy experts consider the Equatorial Margin one of the most promising regions to boost national production in the coming years, although they warn that the logistical and environmental challenges are significant.

Licensing and Environmental Conditions

Ibama stated that the authorization was granted after a technical evaluation process that included public hearings, meetings with local communities, and inspections at Petrobras facilities.

The agency highlighted that more than 400 technicians participated in the analyses.

Among the requirements imposed on the company are the establishment of a Wildlife Rehabilitation and De-oiling Center in Oiapoque (AP), the inclusion of three environmental support vessels, and the execution of spill response drills during the drilling process.

According to the environmental agency, the measures aim to ensure that any incidents are responded to quickly and efficiently.

Petrobras stated that safety protocols follow international standards and that the operation will be conducted with “safety, responsibility, and technical quality.”

Government Classifies Project as Strategic

The Minister of Mines and Energy, Alexandre Silveira, stated that the Equatorial Margin is considered a strategic area for the country’s energy future.

According to him, the government advocates that exploration occurs within the technical and environmental standards required by Brazilian legislation.

The ministry has emphasized the importance of diversifying energy sources and maintaining national self-sufficiency in oil.

Market and Petrobras Evaluation

Financial sector experts assess that the immediate impact of the license is limited, as there is still no confirmation of commercially viable reserves.

Economist Gustavo Trotta from Valor Investimentos stated in an interview with CNN that “there are still no certainties whether exploitable reserves will exist, therefore the impact on the cash flow or the company’s results is, for now, minimal.”

Petrobras reported that the drilling is exclusively exploratory and that new licenses will be necessary if there is positive indication of oil in commercial quantities.

The company reiterated that it adheres to the protocols set by Ibama and maintains ongoing dialogue with the regulatory agency.

Environmental Debate and Expert Positioning

Researchers and environmental organizations emphasize that the area of the Equatorial Margin has high ecological sensitivity, with significant marine biodiversity and the influence of currents near the Amazon biome.

Entities such as the Brazilian Institute for Environmental Protection (Proam) argue that the advancement of exploration should be accompanied by continuous monitoring and transparency in mitigation measures.

Energy policy experts point out that Brazil’s challenge is to balance the expansion of oil production with the goals of energy transition and emissions reduction.

According to them, the results of the drilling in Amapá may guide the national strategy for new exploration projects.

Next Steps of the Operation

Petrobras has begun assembling the necessary structure for drilling and collecting samples, which will be analyzed to determine the type and quality of the reservoirs.

The data obtained during this phase will indicate whether there are technical and economic conditions to advance to a second phase of more detailed testing.

According to industry sources, exploratory drilling is expected to take about five months, after which the results will be sent to Ibama and the National Agency of Petroleum (ANP).

Only after this analysis will it be possible to determine whether the project can progress to the production phase.

If the estimated potential is confirmed and licensing advances, the Equatorial Margin could establish itself as one of the country’s main energy frontiers.

The question that arises is: will Brazil be able to reconcile the search for new fossil resources with the commitment to maintain environmental protection and meet its climate goals?
