The Construction and Approval of 810 Small Hydroelectric Plants – PCHs, Would Generate Numerous Jobs and Increase Municipal Revenue

Currently, 810 PCHs – small hydroelectric plants, are awaiting authorization from the environmental agency, through BNDES methodology, which, if approved, will generate 200 thousand new jobs. Moreover, not only through job creation but also through the operational revenue of these sectors, increasing the municipalities’ share in the Municipal Participation Fund – FPM.

Ivo Pugnaloni, director of ENERCONS energy consulting, says that “In addition, it should also be considered the job creation for managing Permanent Preservation Areas (APP), maintained by the entrepreneurs,” when discussing tax collection.

According to Ivo, the reforestation area of the PCHs in the APPs increases the value of the “ecological” ICMS, which is transferred by the state through the FPM. “Another important factor is that the installation of a PCH improves the electrical system performance of the entire region, regulating the voltage level and service capacity, allowing for local supply to be partially maintained even when the transmission line from other regions is disconnected.”

The energy supply in the regions is very important for new industries to settle, which brings benefits not only to agribusiness, as the reservoirs of the small hydroelectric plants can also be used for fish farming and agriculture, creating new revenues and opportunities for rural producers.

Pugnaloni, who was president of Copel Distribution and the Brazilian Association of Small Hydroelectric Plants – ABRAPCH, states that small hydroelectric plants can also bring benefits to the tourism sector. “The reservoirs provide all the enhancements related to recreation, sports, and leisure activities for the local population, creating jobs also in commerce areas such as snack bars, bars, and the like.”

The former president also says, “In addition to all these advantages, this type of power plant is an excellent investment, as its projects, when carried out in suitable locations, show the highest internal rates of return in the electric sector, with a yield of over 55% between installed capacity and firm energy throughout the year, contrasting with 15% for solar.”
