Suspected Irregularities in the UPGN Bidding within Comperj Could Leave Itaboraí Without Works for Another Year

[supsystic-social-sharing id=’1′]The UPGN of Comperj is at real risk of not moving forward in 2018 due to Petrobras’ credibility issues, negatively impacting the economy of Itaboraí and the Surrounding Municipalities of the Enterprise, which, by the way, has been waiting for the resumption of works with great hope and anxiety. Below, understand why this may happen if the situation is not reversed now, according to experts:

Petrobras

The Brazilian state-owned company made a bidding estimate starting at 2 billion for the company that would win the contract, with a maximum deadline of 2 years to complete the works, as the pre-salt flow from the Santos Basin depends on this enterprise. So far, so good, given that the company that presented the best proposal was the Chinese Shandong Kerui, surprising even Petrobras. Other companies that participated in the process were automatically disqualified. However, experts overseeing this bidding say that the values presented by the Chinese do not clearly match.

There is a very large difference between the supply and service provision values presented by the disqualified companies, exactly 400 million reais “more” compared to Shandong Kerui. Do you understand? It won the bidding for a lower value, but compensates nearly HALF A BILLION to provide operational inputs; basically, this is just “trading 6 for half a dozen” to try to circumvent the bidding rules in a clear distortion of values.

The Bid Could Be Annulled

Based on the distortion of these values, the companies that were disqualified may file an administrative judicial appeal to annul this bidding, causing significant harm to Petrobras, the residents of Itaboraí, the municipalities that are part of Conlest, and the pre-salt flow in the Santos Basin. So, is there any irregularity in this process and will there really be another postponement? We hope not, but they should start preparing.
