President Jair Bolsonaro Signed a Decree Allowing Private School Students to Participate in ProUni if They Completed High School with a Scholarship
On Monday, December 6, President Jair Bolsonaro (PL) signed a provisional measure that changes some rules of the University for All Program (ProUni), which provides full (100%) and partial scholarships at private colleges throughout Brazil, now also for private school students.

According to the General Secretariat of the Presidency, the Provisional Measure aims to increase access for private high school graduates who received partial scholarships at their schools through ProUni. In addition, the MP signed by Bolsonaro allows for the waiver of presenting the document declaring students’ family income, as well as the situation of people with disabilities, when this information is present in government databases.
Furthermore, the quota reserve for black people, indigenous peoples, and persons with disabilities in ProUni has also undergone changes. With this measure, the percentage of this group will be analyzed in isolation, no longer collectively.

The MP also stipulates penalties of suspension for those who fail to comply with the obligations assumed in the ProUni adhesion agreement, in addition to the readmission of the penalized university maintainer, with disassociation.
According to the General Secretariat of the Presidency, the changes in ProUni rules that include private school students aim to “broaden inclusion policies in higher education, reducing vacancy idleness previously available, and promote the enhancement of control mechanisms and integrity and reduce bureaucracy.”
About ProUni
The University for All Program (ProUni), from the Ministry of Education, offers partial (50%) or full (100%) scholarships to students who completed high school and wish to attend a private college.
“To compete for full scholarships in ProUni, the student must prove a gross monthly family income per person of up to 1.5 minimum wages. For partial scholarships (50%), the gross monthly family income must be up to 3 minimum wages per person,” explains the MEC.
In addition, candidates cannot have any higher education qualifications, must have a minimum of 450 points on the ENEM (National High School Examination), and cannot have scored zero on the essay. Now, registrants may have graduated from private schools.
