ANP Identifies New Blocks In The Pre-Salt With High Production Potential And Reinforces The Strategic Role Of The Campos Basin In The National Energy Scenario
Brazil, recognized for its rich diversity of natural resources, has the pre-salt as one of the greatest energy assets of the 21st century. Since 2006, when the first discoveries came to light, the country has taken a path of prominence in the oil and gas sector.
In this scenario, the ANP has taken an important new step by identifying three new blocks in the pre-salt of the Campos Basin. Although they are still in the study phase, these areas already show high production potential.

Moreover, the fact that they are located in a region with consolidated infrastructure may accelerate the process if they are offered in auctions. On the other hand, it is necessary to consider environmental, regulatory, and economic issues that directly influence this process.
From a technical standpoint, studies reveal geological formations favorable for the exploration of oil and natural gas. Therefore, there is an expectation that, in the future, these areas may enter the country’s exploratory asset portfolio.
The Historical Importance Of The Pre-Salt For Brazil
Since its discovery, the pre-salt has transformed the Brazilian energy balance. With reserves located over 7,000 meters deep, this type of reservoir requires advanced technology.
However, its return is usually high, both in quantity and quality of the extracted oil.
Furthermore, the country adopted the production sharing model, precisely to ensure greater control over the wealth of the subsoil. This legal model created the possibility for the State to receive a share of the excess oil.
This model proves to be advantageous in terms of revenue generation.
Within this context, the PPSA state company was created, whose role is to represent the Union and market its share of production. Thus, an institutional structure focused on protecting public interests was established.
Regulation, Auctions, And The Role Of The Union
As the ANP identifies new blocks in the pre-salt, it is up to the Ministry of Mines and Energy (MME) to evaluate the data and submit it to the CNPE, the body responsible for advising the president on strategic decisions in the sector.
However, the technical analysis alone is not sufficient.
In parallel, the Ministry of the Environment and Climate Change must assess the environmental viability of the areas. Without this authorization, the blocks cannot be included in the upcoming auctions.
Furthermore, it is essential to ensure legal security for investors. This is because institutional stability attracts businesses and increases competitiveness in auctions.
This scenario tends to generate greater revenue for the country.
Perspectives And Uncertainties Regarding Production
Even if the blocks are offered in auctions, there is no immediate guarantee of production. This is because companies need to conduct economic and technical analyses before deciding to invest.
Thus, the process can take years between the contract signing and the actual start of operations.
However, if the development occurs, the activity should generate various benefits for the country. Among them are the generation of jobs, the increase in royalty collections, and the dynamization of local productive chains.
Even though there are risks, experts point out that the long-term gains justify the investment. Therefore, the discussion about the blocks should consider not only the technical aspect but also social and economic.
Political Debate: The Future Of The Right Of Preference
In parallel with the ANP studies, Congress is discussing changes to the current model. The Bill 3,178/2019 aims to remove the right of preference from Petrobras in the pre-salt auctions.
If approved, the company would no longer have priority to operate the blocks, as is currently the case.
From this perspective, some advocate for the measure as a way to increase competition. On the other hand, unions and entities linked to the sector, such as the FUP, argue that Petrobras should maintain this right.
This defense is justified by its experience and strategic relevance.
Although the decision is still under debate, its impact could be profound. After all, it is about choosing between increasing international participation or preserving the state’s prominence in national energy development.
Concession Or Sharing: What Is The Ideal Model?
Additionally, the project proposes allowing the use of the concession model in pre-salt areas. Currently, this regime is restricted to other regions, while the pre-salt mainly operates under the sharing model.
The main difference lies in the distribution of production and the control of the Union.
However, many experts argue that the sharing model ensures more return to society. This is because the State directly participates in profits and can use the resources strategically.
This funding is especially useful in the areas of health, education, and infrastructure.
Even though the concession model has advantages in some situations, it does not guarantee the same level of public return. Therefore, it is necessary to carefully evaluate each decision based on technical, social, and economic data.
New Blocks In The Pre-Salt And Brazilian Energy Sovereignty
Finally, by identifying new blocks in the pre-salt, the ANP indicates that the country continues to expand its energy frontier. At the same time, it reinforces the importance of solid governance and public policies that prioritize collective interest.
Even though the process involves various challenges, the potential of these blocks is undeniable.
Therefore, it is up to the government, society, and the private sector to build a path balanced between development, environmental preservation, and social justice.
