The Expectation Of Oil Exploration At The Mouth Of The Amazon Boosts Migration, Urban Growth, And Real Estate Speculation In Oiapoque, In Amapá, Transforming The Local Dynamics.

In the far north of Brazil, the expectation surrounding oil exploration at the mouth of the Amazon River is already causing profound changes in Oiapoque, a municipality in Amapá with about 30,000 inhabitants.

Even before any confirmed production, the simple promise of royalties and economic development has been altering the city’s daily life, attracting migrants, stimulating construction, and increasing pressure on urban and environmental areas.

Located nearly 600 kilometers from Macapá, about 100 kilometers on unpaved roads, Oiapoque has become the closest Brazilian point to the Amazon River mouth basin, in the so-called Equatorial Margin. It is in this region that Petrobras has started the prospecting phase to assess the potential for oil exploration in deep waters.

Return Of Brazilians And Hope For Economic Boom

Among the new and old residents is seamstress Sheila Cals, 69. After living for 35 years in French Guiana, she decided to cross the Oiapoque River again and return to Brazil. The decision was influenced by friends’ accounts of the opportunities that could arise with oil, similar to what happened in neighboring countries.

“It has always been my dream to return to Brazil. And now we await the possibility of experiencing here what happened in French Guiana and Suriname”, says Sheila, already settled in her new home in the city.

The reference is to the economic growth observed in those countries after the onset of oil exploration, a comparison that fuels expectations among old and newly arrived residents.

Authorized Prospecting And Uncertainties In The Timeline

After years of internal debates in the federal government and discussions about environmental impacts, Ibama authorized, in October, the advancement of Petrobras’s research in the region. The state-owned company is expected to continue studies until March 2026, when it will be possible to assess whether oil exploration, about 150 kilometers from the coast, is economically viable.

However, on January 6, the company temporarily halted drilling a well after identifying a leak of the fluid used in cleaning and lubricating the drill bit. Petrobras did not specify when work will resume.

Oil Royalties Feed Local Expectations

If exploration is confirmed, coastal cities in Pará and Amapá are expected to receive oil royalties, with a particular focus on Oiapoque. These funds are paid as financial compensation for the exploration of non-renewable natural resources.

The potential is significant. In 2025, Maricá, in Rio de Janeiro, the municipality that collects the most royalties in the country, received R$ 2.6 billion. Additionally, estimates from the National Confederation of Industry indicate that exploration of the Equatorial Margin could boost Amapá’s GDP by up to 61.2% and generate around 54,000 direct and indirect jobs. Currently, the state has the third lowest GDP in Brazil.

Accelerated Urban Growth And Illegal Occupations

Even without guarantees, speculation is already altering the urban landscape. Neighborhoods like Belo Monte, near the city’s airstrip, have become areas of expansion, marked by deforestation and occupations lacking basic infrastructure.

“I came here also for the improvement that I am certain oil will bring to the municipality. It is the expectation of all residents”, states Sheila, who lives in this area.

According to Zione de Paiva, known as Loira do Belo Monte and president of the local association, more than 100 houses were built just in the past year, totaling about 450 residences. “These are people coming to Oiapoque seeking employment, seeking opportunity”, she says.

Other areas, such as Areia Branca, Nova Conquista, and Independência, also report continuous growth, with new houses appearing daily.

Pressure On Public Services And The Real Estate Market

The city hall has yet to officially account for the number of new residents, but indirect data indicate strong population growth. For 2026, 807 new students have already expressed interest in vacancies in the municipal network, an estimated increase of 16% over the current approximately 5,000 students.

At the same time, the Urban Development Secretariat points to a significant increase in the issuance of permits. In 2025 alone, there were about 800 authorizations for construction and transfers, reflecting the real estate boom.

Geographer Edenilson Moura, from the Federal University of Amapá, observes visible changes in the urban landscape. “The city is full of buildings being constructed. They may not be very tall, but I already see four- and five-story buildings being erected”, he affirms.

Increase In Rents And Speculation With Oil

With prospecting underway, Oiapoque has begun serving as a logistics base for Petrobras. The company renovated the local airport to receive charter flights that transport employees to offshore platforms. This movement has increased the demand for housing and services.

Residents report significant increases in rents. A property that cost R$ 1,200 has risen to R$ 1,900 in just one month. Business owners also report adjustments, such as in the case of parking lots, where prices have doubled in a year.

For broker Ivete Sarmento, there is an imbalance in the market. “You look at the price and think: where did this person get that from, you know?”, she questions. According to her, part of the increases is based more on rumors than on real economic fundamentals.

“From the moment you rent an expensive property, the business owner who rented it will have to factor that cost into their product to sell it”, she warns.

While new municipal elections are scheduled for April 2026, Oiapoque is drafting its first master plan, which could directly influence urban organization and the price per square meter in a city increasingly shaped by the expectation of oil.
