Camaçari City Hall Ordinance Prohibits Grills on the Sand Until March 31, 2026, and Guides Inspection with Verbal Notification

Camaçari City Hall, located in the Metropolitan Region of Salvador, has begun to prohibit the use of grills on the sand at the beaches along the coastline during the summer. The rule is outlined in an ordinance published on December 29, 2025 and is already in effect.

According to the text, the restriction remains in place until 5 AM on March 31, 2026, a period that coincides with the high season and events scheduled along the coastline. The municipal administration states that the measure aims to ensure well-being, reduce risks, and assist in organizing activities for the Connected Summer project.

The ordinance was signed by the Municipal Secretary of Public Services and announced under the management of Mayor Luiz Carlos Caetano, who resumed office on January 1, 2025, according to the City Hall itself.

What Changes at Camaçari Beaches and for How Long

In practice, the rule prevents the use of grills in the sandy areas where beachgoers usually set up structures to prepare meats and other foods. The city hall describes the measure as temporary and linked to the increase of people on the coast during the summer.

The stated duration runs from the end of December until the end of March, with the closing time set for the early hours of March 31. The municipal administration asserts that the goal is to reduce risk situations at a moment when the coastline receives a larger volume of residents and tourists.

While the public debate has focused on the “barbecue on the beach,” the ordinance directly addresses equipment and use on the sand, which tends to affect gatherings involving embers, charcoal, and metal structures near pathways.

Inspection and What May Happen in Case of Refusal

The guideline is for the inspection to first operate with verbal notification, asking the responsible party to remove the equipment when the use on the sand is identified. The rule was reported with this procedure as the initial step, before any harsher measures.

If there is a refusal to comply with the directive, the public communication regarding the ordinance mentions the possibility of detention for disrespect or contempt against the inspection agent. The legal backing mentioned is Article 173 of Municipal Law No. 1,120 of 2010, which addresses contempt against the inspection agent in the performance of their duties.

Why the City Hall Decided to Prohibit Grills at the Peak of Summer

The official justification presented for the prohibition combines three main points. The first is physical safety, as embers, charcoal, and heated parts can cause accidents in areas with high foot traffic, including families with children and people walking barefoot.

The second point is collective coexistence and comfort. On busy days, smoke, heat, and competition for space tend to increase conflicts among groups on the sand, especially when there is a concentration of chairs, coolers, music, and fixed structures close to one another.

The third point involves the logistics of summer and event organization. The municipal management cites the need to ensure the smooth progress of the Connected Summer program, which enlivens the coastline with cultural, sports, and leisure activities during the season.

Behind the scenes, there is also an urban cleanliness perspective, even if not always highlighted in the same sentence as the announcements. Any food preparation on the sand tends to increase waste generation, irregular disposal, and the presence of materials that require quick removal to avoid litter and environmental risk.

The decision is part of a movement observed in various tourist cities, which seek to balance local traditions with public space usage regulations during peak periods. In Camaçari, the message was to make inspections more predictable during the summer, with a clear rule regarding a specific item.

Debate on Tradition, Tourism, and Urban Cleanliness Along the Coastline

The measure tends to divide opinions as it disrupts a common habit on Brazilian beaches, that of social gatherings with freshly prepared food. At the same time, the city hall relies on the argument that summer requires stricter rules to reduce accidents and enhance the experience of those moving along the coastline.

For those intending to spend the day at the beach, the safer alternative is to plan meals without embers on the sand and prioritize ready-made options, cold snacks, and consumption in authorized locations. The discussion, however, remains open between those who advocate for freedom of use and those who demand more organization, especially in crowded areas.

In your view, does prohibiting grills on the sand improve the beach experience for everyone or punish those just wanting to enjoy summer with family? Leave a comment stating whether the rule is necessary for safety and cleanliness or if it has gone too far and should have exceptions.
