The Gas of the People program was launched by the federal government as a historic measure to expand access to cooking gas in Brazil. However, ongoing discussions at the National Agency of Petroleum, Natural Gas and Biofuels (ANP) raise concerns among experts and industry players, who fear negative impacts if the current rules are changed, as reported this Monday, 29.
Gas of the People Wants to Bring LPG to Families in Vulnerable Situations
Currently, about 23% of Brazilian families still depend on firewood or charcoal for cooking. This reality poses serious health risks, especially for women and children exposed to smoke daily, in addition to causing environmental damage. Studies show that burning firewood emits 150 times more CO₂ than LPG.
The Gas of the People therefore emerges as an alternative to change this scenario. The government’s proposal is to serve approximately 15 million families registered in CadÚnico, ensuring access to a cleaner and safer energy source.

According to Sindigás, the entity that represents the sector, the 59,000 resellers spread across the country have the experience and reach necessary to ensure that the program operates efficiently. Furthermore, companies in the segment are ready to invest between R$ 1.5 billion and R$ 2.5 billion in the acquisition of new cylinders needed to meet the demand of the Gas of the People.
ANP Generates Uncertainties with Regulatory Change Proposals
Despite the enthusiasm regarding the program, industry representatives criticize the possibility of changes to the rules for marketing cylinders. For Sindigás, this could compromise investments and generate legal uncertainty at a decisive moment.
“Companies will invest between R$ 1.5 billion and R$ 2.5 billion in the purchase of new cylinders needed to meet the demand of the Gas of the People program. But how are we going to invest so much if, at any moment, the branding rules on the cylinder can be changed? Who will take care of this entire fleet of cylinders?” questions Bandeira de Mello, a representative of the entity.
For experts, the Gas of the People represents not only a social program but an opportunity for structural transformation. By replacing firewood and charcoal, the country can reduce greenhouse gas emissions, improve public health, and decrease inequalities in access to energy. However, the continuity and effectiveness of the initiative depend directly on regulatory stability and the clarity of the rules set by the ANP.
