In one of the largest housing actions in the history of Goiás, the State Government has been transforming lives through the Pra Ter Onde Morar Program – Construction, also known as Houses at Zero Cost. The initiative aims to ensure access to decent housing for families earning up to the minimum wage, with no financial cost to the beneficiaries.
Currently, more than 4,200 houses are being built in 83 municipalities in Goiás, and the goal is ambitious: to deliver at least 10,000 housing units by the end of 2026.
The proposal is coordinated by Goiás Social, the Goiás Housing Agency (Agehab), and the State Department of Infrastructure (Seinfra).

Housing Without Bills: A Milestone In The State Housing Policy
“This is a bold initiative by the Government of Goiás to ensure access to decent housing for families earning up to the minimum wage. The new residences are being built at no cost,” emphasizes Gracinha Caiado, the first lady of the State and coordinator of Goiás Social.
With an innovative and unprecedented proposal in the State, the Pra Ter Onde Morar Program – Construction represents an important advancement in the fight against social inequality, breaking the cycle of poverty through safe and quality housing.
Accelerated Construction And Municipal Partnerships
According to the president of Agehab, Alexandre Baldy, more than 3,200 houses have already been delivered under the program. Every day, the state government works to bring dignity to families.
The goal is to complete another 4,000 units this year, Baldy states.
To ensure the program’s effectiveness, collaboration with the municipalities is essential. It is the municipality’s responsibility to donate the fully regularized land, with basic infrastructure, so that the work can be executed.
“We are seeking to strengthen the partnership with the municipalities to ensure the program’s success,” Baldy adds.
The Largest Housing Investment In The History Of Goiás
The State Secretary of Infrastructure, Adib Elias, celebrates the results achieved so far and projects the long-term impact.
“The government has organized itself in recent years to achieve these unprecedented numbers in the history of housing in Goiás. This is a reflection of an administration committed to the needs of the Goiás population,” he emphasizes.
The execution of houses at zero cost is made possible with resources from the Social Protection Fund (Protege), which is part of the Goiás Social program. The construction is carried out in partnership with local builders and the municipalities, which provide the land and infrastructure.
Who Can Register For The Houses At Zero Cost Program?
The Pra Ter Onde Morar – Construction Program is intended for low-income families with a monthly income of up to one minimum wage. To apply, interested parties must meet the following criteria:
- Have a family income of up to one minimum wage;
- Not own property in their name, whether it be a house, apartment, or land;
- Not have previously benefited from another property from the Government of Goiás;
- Be over 18 years old or emancipated;
- Have resided for at least three years in the municipality where they wish to apply;
- Have an updated Cadastro Único (CadÚnico).
An important point is that there is no need to have a clean name since there is no bank financing involved. The program is 100% funded by the State.
How To Register?
Registrations are opened periodically, and each municipality has its own announcement, available on the official Agehab website:

The interested party should read the announcement for their city carefully, check if they meet the requirements, and register online.
The selection is made by a public lottery, and the selected individuals must present the required documentation to prove the information provided in the registration.
Beneficiaries Of Social Rent Can Also Participate
Those who already receive the Social Rent benefit can also register for the Houses at Zero Cost program, as long as they meet the stipulated criteria.
The two initiatives are independent, and participation in one does not prevent registration in the other.
Details Of The Constructed Housing
The houses delivered by the program follow a standard of quality and dignity, with a minimum built area of 42.43m² on land of at least 200m². Each unit includes:
- Living and dining room;
- Kitchen;
- Two bedrooms;
- Bathroom;
- Covered service area;
- Yard;
- Cemented pedestrian access and front lawn.
These homes ensure a complete and adequate living space for the basic needs of low-income families.
By delivering houses at zero cost, the government is not only building walls and roofs but also offering dignity, security, and hope to thousands of Goiás families.
With a clear goal and well-structured partnerships, the expectation is that by 2026, 10,000 families will have not just a fixed address, but a true home to call their own.
