More than 4,2 zero-cost homes are being built in Goiás through the Pra Ter Onde Morar Program for low-income families in 83 cities.
In one of the largest housing actions in the history of Goiás, the State Government has been transforming lives through the Pra Ter Onde Morar – Construção Program, also known as Zero Cost Homes. The initiative aims to guarantee access to decent housing for families with an income of up to one minimum wage, without any financial cost to the beneficiaries.
Currently, more than 4,2 houses are being built in 83 municipalities in Goiás, and the goal is bold: to deliver at least 10 housing units by the end of 2026.
The proposal is coordinated by Goiás Social, the Goiana Housing Agency (Agehab) and the State Secretariat for Infrastructure (Seinfra).

Housing without bills: a milestone in the state's housing policy
“This is a bold initiative by the Government of Goiás to guarantee access to decent housing for families with incomes of up to one minimum wage. The new homes are being built at no cost,” highlights Gracinha Caiado, First Lady of the State and coordinator of Goiás Social.
With an innovative and unprecedented proposal in the State, the Pra Ter Onde Morar – Construção Program represents an important advance in the fight against social inequality, breaking the cycle of poverty through safe and quality housing.
Accelerated construction and municipal partnerships
According to the president of Agehab, Alexandre Baldy, more than 3,2 homes have already been delivered within the program. Every day, the state government works to bring dignity to families.
The goal is to complete another 4 units this year, says Baldy.
To ensure the effectiveness of the program, collaboration with city governments is essential. The municipality must donate the land that is fully regularized, with basic infrastructure, so that the work can be carried out.
“We seek to strengthen the partnership with city governments to ensure the success of the program,” adds Baldy.
The largest housing investment in the history of Goiás
The Secretary of State for Infrastructure, Adib Elias, celebrates the results obtained so far and projects the long-term impact.
“The government has organized itself in recent years to achieve these unprecedented numbers in the entire history of housing in Goiás. This is the reflection of an administration committed to the needs of the population of Goiás,” he emphasizes.
The execution of the zero cost houses It is made possible with resources from the Social Protection Fund (Protege), which is part of the Goiás Social program. The construction is carried out in partnership with local construction companies and city halls, which provide the land and infrastructure.
Who can apply for the Zero-Cost Homes Program?
The Pra Ter Onde Morar – Construção Program is aimed at low-income families with a monthly income of up to one minimum wage. To apply, interested parties must meet the following criteria:
- Have a family income of up to one minimum wage;
- Not owning property in your name, be it a house, apartment or land;
- Not having previously benefited from another property by the Government of Goiás;
- Be over 18 years of age or emancipated;
- Have resided for at least three years in the municipality in which you intend to register;
- Have your Single Registry (CadÚnico) up to date.
An important point is that there is no need to have a clean record, since there is no bank financing involved. The program is 100% funded by the State.
How to apply?
Registrations are open periodically and each municipality has its own notice, available on the official Agehab website:

Interested parties must read the notice for their city carefully, check whether they meet the requirements and register online.
The selection is made by public draw, and those selected must present the required documentation to prove the data provided in the application.
Social Rent beneficiaries can also participate
Those who already receive the Social Rent benefit can also register for the Zero-Cost Homes program, as long as they meet the stipulated criteria.
The two initiatives are independent, and participation in one does not prevent registration in the other.
Details of the houses built
The homes delivered by the program follow a standard of quality and dignity, with a minimum built area of 42,43m², on land measuring at least 200m². Each unit has:
- Living and dining room;
- Kitchen;
- Two bedrooms;
- WC;
- Covered service area;
- Yard;
- Paved pedestrian access and front lawn.
These homes guarantee a complete home that meets the basic needs of low-income families.
By delivering homes at zero cost, the government is not only building walls and roofs, but is also offering dignity, security and hope to thousands of families in Goiás.
With a clear goal and well-structured partnerships, the expectation is that by 2026, 10 thousand families will have not only a fixed address, but a real home to call their own.
