The New President Will Relaunch the “Minha Casa, Minha Vida” Program This Month, Focused on Low-Income Populations, According to Rui Costa, Minister of the Civil House.
In an interview with GloboNews, the minister states that this launch will be in Bahia on February 14. “The president will be in Bahia, in the city of Santo Amaro, inaugurating a housing complex and simultaneously other complexes in other cities, live-streamed on a big screen. Almost 3,000 units will be inaugurated on that day,” Costa states.
“On that day (14), we will also publish the new guidelines for ‘Minha Casa Minha Vida’,” he added. “They had previously eliminated the first tier, which is the tier intended for the most needy people, so we are resuming the program and will prioritize completing stalled works at this start.”

According to Rui Costa, about 120,000 units from Tier 1 have not been completed and will be resumed. This housing program has seen a slowdown in recent years, with several construction companies opting to reduce launches in the segment due to the low attractiveness of their projects amid rising interest rates, inflation, and falling income.

One of the last changes occurred in the second half of last year, which also included an increase in income brackets for the families served.
Rui also stated that, on the 15th, the president will be in Sergipe to announce the resumption of the road program, with the duplication of roads and new highways.
“It’s a strong program, and by the end of March several programs will be launched during the president’s visit,” he stated. According to the minister, the president is expected to have several trips and inaugurations every week for the next two months.
Rui Costa stated that the Minister of Finance, Fernando Haddad, will meet with the presidents of the Chamber, Arthur Lira (PP-AL), and the Senate, Rodrigo Pacheco (PSD-MG), still this week to initiate discussions on the entire new fiscal anchor.
“This week he will start conversations with the leaders of both Houses, and it will be a very intense dialogue. Our hope is that this materializes within this semester.”
The new government has until mid-August to approve a new fiscal framework that will replace the spending cap.
The Minister of the Civil House also argued that this tax reform that the new government wants to have approved in Congress will bring greater fiscal justice, reversing the trend of a higher tax burden on the poorest.
