Government Raises Millions With Five New Blocks in the Santos and Campos Basins in Auction That Reinforces Brazil’s Protagonism in Oil Production

On October 22, 2025, the federal government granted five new oil exploration areas in the pre-salt. The areas are located in the Santos and Campos basins.
Additionally, the total revenue was R$ 103.7 million, according to the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
In total, seven blocks were offered, but two received no bids, indicating selective interest from the market. The average premium reached 91.20%, showing strong competition and optimism in the energy sector.
Thus, the auction occurred in the same year that Brazil hosts the COP30, in Belém (PA), which adds political and environmental relevance to the event.

Blocks, Winners, and Values

Petrobras won two blocks in the Camps Basin: Citrino, with 100% participation, and Jaspe, in partnership with Equinor, holding 60% participation.
The block Jaspe had the highest signing bonus of the round, totaling R$ 52.2 million, and reached premium of 96.47%, according to the ANP.
Equinor, independently, acquired the block Itaimbezinho, also in the Camps Basin, reinforcing its presence on the Brazilian coast.
In the Santos Basin, the Australian Karoon Energy won the block Esmeralda, marking its debut as an operator in the Brazilian pre-salt.
The consortium formed by the Chinese CNOOC (70%) and Sinopec (30%) won the block Ametista, confirming Asian interest in the national market.
These results demonstrate diversification of operators and international expansion in the sector.

The Strategic Importance of the Auction

According to ANP Director General Artur Watt Neto, the auction represented a milestone for diversification in the energy sector.
The result demonstrates the entry of new international investors and the increase in competitiveness in the market. According to him, “responsible energy transition occurs by reducing demand and not by restricting supply.”
Watt emphasized that Brazil must maintain production momentum to ensure global competitiveness and preserve its national interests.
Additionally, Director Symone Araújo, also from the ANP, highlighted that “for the first time, an independent oil company has emerged as an operator in the pre-salt.”
This achievement, according to her, symbolizes market maturation and opening for new international partnerships.

Regulatory Context and Future Perspectives

The event integrated the 3rd Cycle of the Permanent Production Sharing Offer (OPP), a model adopted since 2022.
In this format, the winner is the one who offers the highest percentage of excess oil to the Union. This system is considered more attractive and competitive, as it ensures high financial return and legal stability.
According to the Ministry of Mines and Energy (MME), represented by Secretary of Oil and Gas Renato Dutra, the government is already preparing a new auction with 18 additional blocks, scheduled for 2026.
Thus, the oil and gas sector will continue to play a strategic role in the Brazilian energy transition, strengthening the balance between production and sustainability.

Economic and Environmental Impact

Despite criticism from environmental organizations, such as the Climate Observatory, which accused the government of sabotaging the climate agenda, the ANP and the Planalto Palace defended that oil is compatible with the energy transition.
This is because Brazil is a global leader in clean energy and biofuels, which strengthens its global position.
According to Artur Watt Neto, the acquisition of new areas is essential for replenishing reserves, attracting investments, and generating jobs.
The auction of October 2025 consolidated Brazil as a global leader in the exploration of oil in ultra-deep waters. The result reinforces national technological capacity and its attractiveness for international capital.
