Environmental Preservation Fee Starts in Ilhabela, with Differentiated Values by Vehicle Type, Automatic Exemption for Local Residents and Promise of Use of Resources for Conservation, Urban Organization and Protection of Natural Heritage.
Ilhabela, on the northern coast of São Paulo, will begin charging the Environmental Preservation Fee (TPA) for visitor vehicles entering the archipelago next week.
The City Hall claims that the revenues will be used to support permanent conservation, maintenance, and preservation actions for natural heritage, as well as to strengthen services and urban organization aimed at residents and tourists.
The authorization for the implementation of the system was formalized with the signing of the service order by Mayor Toninho Colucci.

Previous Suspension and Resumption of the Environmental Fee
The TPA was scheduled to start in December 2025.
However, the start was interrupted after questions about the bidding process.
At the time, the São Paulo State Court of Accounts (TCE-SP) determined the suspension after representations pointed out possible irregularities.

The decision led the city hall to review stages of the procedure before authorizing the resumption of the project.
With the new service order, the municipal management claims that the fee returns as an environmental management tool for vehicle flow, especially during high season periods.
According to the city hall, the goal is to balance the impact of tourism on the urban infrastructure and natural areas of the island.
Who Must Pay the Fee and Who is Exempt
The charge applies to vehicles from outside the municipality that enter Ilhabela. Vehicles registered in Ilhabela and São Sebastião have automatic exemption from the TPA.
According to the city hall, this exemption does not require prior registration when the vehicle is registered in these cities.
Validation occurs through the automatic vehicle identification system.
The municipal administration also informs that the fee is linked to the entry of the vehicle into the archipelago, not to a daily charge.
The adopted model is described as a one-time charge per entry, based on the license plate reading of the vehicle.
Values of the Environmental Preservation Fee in Ilhabela
The TPA values vary according to the type of vehicle accessing the city.
- Motorcycles: R$ 10.
- Passenger vehicles, utility vehicles, and vans: R$ 48.
- Vans: R$ 70.
- Trucks: R$ 70.
- Microbuses: R$ 100.
- Buses: R$ 140, the maximum amount provided by the city hall.
Identification Technology and Payment Options
The city hall claims that the charge will be supported by automatic license plate recognition technology.
The system works similarly to the models used on highways with electronic tolls. The reading occurs automatically upon entering the island, linking the fee to the identified vehicle.
As for payment, the municipal administration informs that there will be digital and in-person options.
Among the modalities are bills issued online, payment at user service structures, and, at a later stage, electronic tags and automatic systems, after the accreditation of operating companies.
The city hall’s expectation is that the fee will start to take effect after the completion of the system’s implementation within the informed deadline.
