The duplication of BR-163 in Mato Grosso is progressing rapidly and consolidating itself as one of the largest road interventions in Brazil.
With an estimated investment of US$ 7.6 billion, the project plans to duplicate 444 kilometers of the highway, essential for transporting the state’s agricultural production.
According to the concessionaire Nova Rota do Oeste, responsible for the works, the initial expectation was to complete the project by 2031, but efforts are being directed to advance the delivery by up to five years, which would require an average of 88.8 km duplicated per year.

In addition to improving infrastructure, the project anticipates the creation of up to 5,000 direct jobs at the peak of construction, stimulating the local economy and strengthening the construction sector.
Currently, more than 2,300 workers are active at the construction sites, operating around 1,200 machines to ensure the progress of the duplication.
Since July 2023, approximately US$ 2.3 billion has been contracted for services related to expansion, pavement recovery, and the construction of structures along 262 km.
In the first half of 2025, Nova Rota do Oeste is expected to open two more work fronts, which include the duplication of the Immigrant Highway in the stretch of Várzea Grande and the connection between Lucas do Rio Verde and Sorriso.
At the end of the project, the total investment is expected to reach US$ 9 billion.
History and Challenges of the Duplication
The responsibility for the project lies with the concessionaire Nova Rota do Oeste, which took over the concession of BR-163/MT in 2013.
However, the company underwent a significant change of control in 2023 when the government of Mato Grosso, through MTPar, took over the management of the concessionaire.
This transition was made possible by a Conduct Adjustment Term (TAC) between Nova Rota do Oeste and the National Land Transportation Agency (ANTT), ensuring the restructuring of the contract and allowing for a US$ 1.6 billion contribution from the state for the execution of the works.
The duplication of BR-163 faces logistical and environmental challenges, but progress is already visible.
By December 2024, the first 100 km of duplicated road between Diamantino and Nova Mutum was delivered.
As a result, the concessionaire recorded an 83% decrease in the number of fatal victims in accidents on the stretch, highlighting the positive impact of the infrastructure on road safety.
Comparison with Other Road Projects
The volume of works on BR-163 surpasses other national road projects in both length and delivery timelines.
For example, RioSP, another large-scale concession, is tasked with duplicating only 80 km of highway, according to the contract signed with the Federal Government.
Meanwhile, the section of BR-153/TO/GO, BR-080/GO, and BR-414/GO anticipates an expansion of 622.52 km, but with a 25-year execution timeline.
The duplication of BR-163/MT stands out for its magnitude and the attempt to complete it in record time.
The project that is closest in terms of length and schedule is that of BR-153/277/369/PR and state highways of Paraná, which plans to duplicate 385.28 km in seven years, resulting in an annual delivery average of 55 km.
