Project under review in the Chamber promises to facilitate vehicle financing for micro-entrepreneurs, app drivers, and self-employed workers without requiring traditional income proof
A new proposal under consideration in the Chamber of Deputies could transform the reality of thousands of Brazilians working as individual micro-entrepreneurs (MEIs), app drivers, and self-employed workers. Bill 592/26 provides for the creation of the National Program My First Car, an initiative that could release financing of up to R$ 90,000 for the purchase of the first vehicle with special payment conditions.
The information was released by several national portals specialized in economy and mobility, highlighting that the program aims to expand access to credit for workers who depend on the automobile as the main tool for generating income.
Moreover, the proposal establishes reduced interest rates, longer terms, and even a grace period to facilitate the acquisition of a personal vehicle by professionals who currently depend on rented cars or face difficulties in obtaining traditional financing.

My First Car Program targets MEIs and app drivers

The new program was presented by Deputy Marcos Pollon and is part of Bill 592/26. The proposal aims to especially serve:
- Individual Micro-entrepreneurs (MEIs);
- Self-employed workers;
- App drivers;
- Paid individual transport professionals.
According to the project’s text, the financing could cover vehicles up to R$ 90,000, allowing thousands of workers to acquire a new car to carry out their professional activities.
Furthermore, the program provides differentiated conditions considered more accessible than traditional market financing.
Among the main points presented are:
- Reduced interest rates;
- Installments in up to 72 months;
- Grace period of up to 6 months before payments begin.
The main objective is to reduce the dependence on rented vehicles, a reality currently faced by a large number of app drivers in Brazil.
Today, many professionals commit a significant portion of their monthly income to rental contracts, maintenance, and operational fees. With the new program, the government intends to transform this expense into an investment in the worker’s own assets.
Caixa Econômica will be responsible for the credit operation
According to the project, the Caixa Econômica Federal will be responsible for managing the automotive financing program. The institution will also manage the guarantee fund created specifically to reduce the risks of the operation.
Additionally, the bank will be in charge of the insurance linked to the contracts and the financial monitoring of the financed vehicles.
Another important point involves the fiduciary alienation of the automobile. According to the proposal, the car will remain linked to the financial institution until the contract is fully settled.
The text also establishes an important restriction: the vehicle cannot be sold or transferred in the first 36 months, except in the case of early settlement of the financing.
This measure aims to prevent immediate resales and ensure that the program truly fulfills its social function of generating income for self-employed workers.
Financing may occur without traditional proof of income
One of the most attention-grabbing parts of the project involves precisely the flexibility of income verification.
This is because many informal workers or app drivers face difficulties in proving their monthly earnings in a conventional manner, which ends up hindering access to bank credit.
According to the presented text, the program intends to facilitate access to financing even for professionals without formal employment ties.
Furthermore, the proposal recognizes the economic importance of app workers and individual micro-entrepreneurs within the current Brazilian economy.
If approved, the program could benefit thousands of Brazilians who currently rely exclusively on rented vehicles to work.
Project still depends on approval in the National Congress
Despite the great repercussion, the National Program My First Car has not yet come into effect. Bill 592/26 is still under analysis in the Chamber of Deputies and needs to go through different legislative stages.
Currently, the text is being processed conclusively and depends on the approval of the following commissions:
- Committee on Roads and Transport;
- Committee on Finance and Taxation;
- Committee on Constitution, Justice and Citizenship.
If approved in these stages, the project will proceed directly to analysis in the Federal Senate, without the need for a vote in the Chamber’s plenary.
Furthermore, only after full approval and presidential sanction can the program officially begin.
Meanwhile, experts point out that the proposal could have significant impacts on both the economy and the Brazilian automotive sector, especially among popular vehicles aimed at urban work.
