As reported by Click Oil and Gas last Sunday, where all onshore oil and gas activities in Macaé were suspended and employees are prohibited from working starting this Monday due to the coronavirus, raising concerns among the region’s maritime support companies.

The municipal Decree 39/2020 suspended, for one week, activities in Macaé (RJ). As a preventive measure against the new coronavirus (Covid-19), the Macaé City Hall also initiated a ‘sanitary barrier’ on Monday (23).
Onshore oil and gas industry activities will be suspended until March 29. The city hall also prohibits access to people showing coronavirus symptoms in the municipality. Only those who present the health certificate from the sanitary barrier created by the legal instrument will be authorized to enter the city.

According to the city hall, oil and gas sector activities will continue, but at reduced levels and subject to health inspections.
Sector companies believed that despite the Decree, the measures would be revoked to maintain normal offshore industry operations in Macaé.
The expectation is that the maritime support services operating in the Campos Basin will return to normal activities and that the state government will reverse these measures imposed by the new municipal Decree.
Due to the circulation restrictions imposed by the state government amid the prevention of the new Coronavirus pandemic, oil and gas activities in the region had already begun to suffer the impacts.
A presidential decree guarantees fuel production as an essential service, and support vessels are directly included in this chain.
According to the Brazilian oil company Petrobras, the company continues to provide transportation to Macaé for workers who will embark on platforms in the Campos Basin and is in contact with the city hall to ensure that conditions for the operation of its offshore units are guaranteed.
Petrobras also emphasizes that it is operating with a reduced workforce, both on the platforms and in administrative and operational activities on land. “Petrobras has been adopting preventive measures, including a hotel quarantine for seven days before boarding, so that no employee boards if they have prior symptoms. This measure applies to all company platforms,” the company highlighted in a statement.
The Brazilian Institute of Oil, Gas and Biofuels (IBP), the Brazilian Association of Oil Service Companies (Abespetro), and the Brazilian Association of Maritime Support Companies (Abeam) have been working with authorities to ensure offshore operations.
