Issues Such as Europe’s Supply, Refineries, Petrobras Fuel Stock Among Other Topics Were Subjects of Discussion in These Initial Negotiations
Rio de Janeiro, December 5, 2022 – Petrobras met today (12/05) with the Oil, Natural Gas, and Biofuels subgroup of the Mining and Energy GT, led by Senator Jean Paul Prates (PT-RN), to ensure that enough fuel would be available to keep the country running until New Year’s Eve. This was the first time the GT met in person with officials from the Brazilian state-owned company. Last week, there was another meeting of the transition group with Petrobras, but it was virtual.
“In today’s meeting, we raised some questions about the state-owned company’s operational stock policy. Europe is ready for a harsh winter and a pricing issue”. According to Jean Paul, Petrobras assured that they are monitoring gasoline supply during this period and are taking the necessary precautions.
Prates stated that the deal between Petrobras and Cade, which resulted in the sale of eight of the state-owned company’s refineries, was also the subject of various inquiries. We also discussed the company’s logistics, supply chain management, and refining strategies.

The next meeting with the office is scheduled for Tuesday (12/06). The recently adopted divestment strategy and the corporation’s strategic plan will be discussed at this event. Our job is to bring information to President Lula and the transition team. We are not conducting an internal audit of the state-owned company and we do not want to expose confidential and strategic data of the company,” he reiterated.
Members of the subgroup, including Rodrigo Leo, Deyvid Bacelar, and Magda Chambriard, along with the group’s organizer, Senator Jean Paul Prates, were present at the events in Rio de Janeiro. Petrobras was represented by Claudio Mastella (Director of Marketing and Logistics), Sandro Barreto (Executive Manager of Domestic Market Marketing), Marcio Luz (tax attorney), and the General Counsel Taísa Maciel.
According to Deyvid Bacelar, General Coordinator of the Single Federation of Oil Workers (FUP), Petrobras’s strategic plan for 2023-2027, released by the current management of the company, will be reviewed by the new government, emphasizing, among other points, the increase in internal refining capacity, so that Brazil moves towards self-sufficiency in fuels and even becomes an exporter of oil derivatives.
