Bill Is Being Analyzed In The Chamber Of Deputies And May Allow The Refilling Of Cooking Gas At Gas Stations Across The Country
The Bill 987/22 authorizes the sale of Liquefied Petroleum Gas (LPG), cooking gas, at gas stations and is currently under consideration in the Chamber of Deputies. According to the rules set by the National Petroleum Agency (ANP), only authorized distributors can buy, package, transport, sell, and control the quality of LPG.
Currently, it is the responsibility of distributors to supply LPG to the industry and retailers. “Fractional filling of cylinders, as it is known internationally, will result in greater competitiveness and, consequently, lower prices for end consumers, thus reducing the cost of preparing daily meals for citizens and families,” highlighted Pastor Eurico (PL-PE), the bill’s author.

The bill states that the total or partial refilling of gas cylinders at gas stations may be performed by distributors, retailers, and transporters. Furthermore, refilling should only occur if the gas stations have filling equipment that meets the technical and safety standards to be defined.

The text already provides that establishments will be required not to refill containers that do not meet the established safety standards. Sales locations must have all fire safety equipment and ensure that the LPG sold contains coloring and odor substances.
In addition, the text creates the Brazilian Quality and Productivity Program in the Liquefied Petroleum Gas Market (PBQP-GLP), which aims to encourage the development of new technologies for the refilling sector. Finally, the bill aims to eliminate taxes on various gas cylinder refilling equipment.

The bill will be analyzed by the commissions of Consumer Protection; Mines and Energy; Finance and Taxation; and Constitution and Justice and Citizenship.
Cooking Gas (LPG) Much More Expensive
According to data from the ANP, about 98% of Brazilians use LPG (Liquefied Petroleum Gas) in their homes. However, this percentage has been decreasing as the price of the product rises.
Back in 2019, Petrobras adopted the import parity price (PPI) system for cooking gas. After the change, Brazilians went from paying R$ 68.85 for a 13 kg cylinder to R$ 113.11 for the same product in 2022. The increase is approximately R$ 45 per gas cylinder.
