The Investments of ANP in the Phase of Oil and Gas Exploration Will Be Dedicated to Wells, Geophysical Surveys and Diverse Activities
The investments being planned by ANP (National Agency of Petroleum, Natural Gas and Biofuels) in the phase of oil and gas, which involve activities of blocks under contract, still this year of 2022, total around R$ 3.366 billion, of which R$ 2.625 billion will be allocated for the construction of 30 exploratory wells, R$ 184 million in geophysical surveys, and R$ 557 million in secondary activities.
This survey is included in the second edition of the Annual Exploration Report 2021, released this Wednesday, 22, by the director of ANP Fernando Moura during the 2nd Seminar on Instruments for Disseminating Information about Oil and Natural Gas Exploration.
Coordinator of SEP Says It Is Possible to Construct 30 Exploratory Wells for Oil and Gas
Edson Monte, coordinator of Regulation at SEP (Superintendence of Exploration) of the ANP, assessed that it is feasible to reach the forecast of 30 exploratory wells for oil and gas this year. From January to June of this year, 15 wells have already been drilled in the country, Montez reported. “We are ready to exceed the performance we had in 2020, when 16 wells were drilled,” he said. The 22 exploratory oil and gas wells drilled in 2021 represent a 38% increase compared to 2020, according to ANP.

Fernando Moura emphasized that the presentation of the second Annual Exploration Report, released by ANP, is a very relevant source of information and analysis regarding the performance of oil and gas exploration in the country, which can assist in studies concerning the direction of the oil and gas sector. It can also contribute to planning and successive decisions about investments to be made in oil and gas exploratory wells.
According to the director, the aforementioned report, as well as the Dynamic Panel of the Exploration Phase, updated in April, are part of a set of tools that add value to the information provided to society.
Commerciality of Oil and Gas
According to the Annual Exploration Report 2021, made available by ANP, it includes the series that began in 2016. During this period, there have been 27 declarations of commerciality, which is the stage that represents the peak of the oil and gas exploration phase, of which 19 are in onshore basins and eight are in offshore basins.
Lydia Hughenin Queiroz, infrastructure analyst at SEP, stated that in 2021, three declarations of commerciality were made, two related to the Recôncavo Basin and one related to the Parnaíba Basin, with another nine declarations not enacted currently under ANP’s analysis.
At the end of 2021, there were 39 companies operating in Brazil, with Petrobras being the company with the largest number of blocks under contract, 68, and the only company operating in both offshore and onshore environments.
Rosana de Rezende de Andrade, regulation specialist at SEP, highlighted that from 2018, when there was a record of 334 blocks under signed contracts, there has been a downward trend in contracts, driven in 2020 by the COVID-19 pandemic. Of the 246 blocks under contract at the end of 2021, 138 were offshore and 108 onshore.
At the end of last year, the exploratory area for oil and gas under contract reached 188 thousand square kilometers (km²), which corresponds to 2.6% of the Brazilian sedimentary basins, according to the report. Updated in April by ANP, the Dynamic Panel of the Exploration Phase, including historical data since 1998, reports that there are currently 240 blocks under contract, covering an area of 192.6 thousand km.
