With More Than 100 Works Underway or Completed, the Estrada Boa Program Aims to Deliver a Safe, Modern, and Fully Recovered Road Network in Santa Catarina by 2026.
The Government of Santa Catarina is promoting one of the largest investments in highways in its history. Through the Estrada Boa program, coordinated by the Department of Infrastructure and Mobility (SIE), the State has already exceeded 100 works underway or completed, with investments surpassing R$ 3.5 billion across all regions.
The initiative is rapidly changing the landscape of the road network in Santa Catarina and seeks to ensure modern, safe, and durable infrastructure to boost economic development.
In 2023, a study by Fetrancesc indicated that 73% of state highways were classified as poor or terrible.

After the execution of dozens of projects from the Estrada Boa, this scenario has changed significantly: currently, 80% of the network is in optimal or good conditions, according to government data. The goal is to reach 100% of the highways in fair to excellent condition by the end of the first semester of 2026.
SC-305 Symbolizes Advances in the Far West
One of the most emblematic projects of the program is on SC-305, in the Far West of the state.
The highway connects São Lourenço do Oeste to Campo Erê and is considered strategic for the flow of agricultural and industrial production in the region.
The works, awaited for over 40 years, have an investment of R$ 120 million and apply modern technologies to ensure quality and durability.
“SC-305 is a project long awaited for over four decades that is now coming to fruition. It will ensure more safety for travelers and create adequate conditions for economic development, strengthening the flow of agricultural and industrial production, and boosting regional integration,” declared Governor Jorginho Mello.
The project on SC-305 comprises 28 kilometers of highway, with the installation of 11.1 km of additional lanes in both directions, shoulders along its entire length, and the construction of sidewalks in the urban areas of Presidente Juscelino and Três Voltas.
Three new intersections are also planned to improve traffic safety and interventions in the drainage system, including replacement and reinforcement of culverts.
Works Incorporate Advanced Engineering Technologies
The works on SC-305 stand out for their use of technologies aimed at increasing efficiency and reducing maintenance costs.
Two complete concrete plants were set up on-site, ensuring precision in material mixing. In addition, the execution involves a semi-robotic paver, which enhances the quality of the service.
“The concrete pavement is a strategic choice, especially for highways with heavy traffic and load. It offers greater durability, lower maintenance requirements, and ensures more safety for drivers. With the plants set up on-site and the use of modern equipment, we are assuring a project with quality and long-term savings,” stated Assistant Secretary of State for Infrastructure and Mobility, Ricardo Grando.
The application of modern technologies is also evident in other works.
Among the resources used are the reuse of materials from the highway itself, reducing costs and environmental impacts, and the use of polymer-modified asphalt that increases durability and resistance to heavy traffic.
There are still sections with asphalt made from recycled tires that improve resistance and contribute to environmental sustainability.
Investments Spread Across All Regions of the State
In addition to the Far West, the Estrada Boa program is executing works in all regions of Santa Catarina. On the coast, the tripling of SC-401 is underway, in the North of the Island, the busiest state highway, with an investment of R$ 73 million.
The program also includes the scenic lighting project of Hercílio Luz Bridge, one of the tourist and cultural landmarks of Florianópolis.
In the North, restoration of SC-477 (Canoinhas – Monte Castelo) and the duplication of SC-108 (Guaramirim – Massaranduba) are underway, totaling nearly R$ 300 million in investments.
In the Itajaí Valley, highlights include the new access roundabout in Itajaí at the intersection of SC-486 with BR-101, and the paving of SC-281 between Ituporanga and Atalanta.
In the Serrano Plateau, the program includes the paving of SC-370, including the section of Serra do Corvo Branco, and the link between Rio Rufino and Urubici.
In the South, works are underway on the access to Rio Grande do Sul via SC-290 (Serra do Faxinal) and the road bypasses of Criciúma and Cocal do Sul, which together exceed R$ 250 million in investments.
In the Midwest, the focus is on the restoration of SC-120 between Curitibanos and Lebon Régis and the SC-452 works, linking Fraiburgo to BR-470, serving municipalities with strong agricultural production.
In the West and the Far West, in addition to SC-305, improvements are being made on SC-283 in the corridor from Chapecó to Concórdia, passing through Arvoredo, Seara, and Arabutã; the paving of SC-350 (Abelardo Luz – Passos Maia); and the widening and restoration with concrete pavement of SC-160. Together, these works exceed R$ 250 million in investments in the region.
