Billion-dollar movement in Ceará places Chinese capital and TikTok at the center of one of the country’s largest digital infrastructure projects, with a direct impact on the data center sector and Brazil’s strategy to attract investments in technology and renewable energy.

The China-LAC Industrial Cooperation Investment Fund, linked to the Chinese government, is entering as an indirect investor in the data center project that will serve ByteDance, the controller of TikTok, in the Pecém Complex, Ceará.

According to information initially disclosed by InvestNews, the vehicle will become part of the corporate structure of Omnia DC Holding I, a Pátria Investimentos company created to lead the venture in the northeastern state.

To date, the percentage acquired and the financial value of the operation have not been made public by the involved parties.

Entry of Chinese capital expands the scale of the Pecém project

In parallel with the corporate structuring, Omnia is intensifying its search for new investments to enable the first phase of the work, considered essential to give traction to the project in the short term.

In this initial phase, the investment is estimated at R$ 11 billion and exclusively covers the construction of the data center’s physical infrastructure, as indicated by data already disclosed by executives and reported by specialized media.

At the same time, the proposal is to position the Pecém Complex as a strategic hub for large-scale data processing, with the potential to attract new companies and consolidate the state as a reference in the sector.

Project structure involves ByteDance and a long-term contract

Within the model defined so far, ByteDance appears as the anchor client of the operation, guaranteeing demand through a long-term contract signed with the structure built in Ceará.

Meanwhile, Omnia assumes responsibility for the construction and future operation of the complex, which was designed to meet high capacity and energy efficiency requirements.

The projected capacity reaches 200 megawatts of IT, with a total estimated power of 300 megawatts, numbers that place the venture among the largest of its kind under development in the country.

Still, previous records indicate that initial discussions considered a first phase of 300 megawatts, which helps explain variations in the numbers disclosed over time.

Billion-dollar projections vary according to phases and expansion

Regarding the total volume of investments, the disclosed estimates vary according to the considered horizon and the stage of implementation analyzed by each source.

Executives linked to the project mention figures that could reach R$ 200 billion over the next decade, a value primarily associated with the complete expansion of the planned infrastructure for the location.

On the other hand, more conservative projections indicate smaller investments when only the execution of specific stages is observed, which indicates natural differences between long-term planning and gradual implementation.

Thus, the available numbers suggest that the higher amount is linked to the integral development of the complex, and not just to the phase currently underway.

Chinese presence occurs in both investment and demand

Another relevant aspect involves the composition of capital and demand, as the project now concentrates Chinese interests on different fronts within the same structure.

On one hand, ByteDance, owner of TikTok, acts as the main user of the infrastructure, ensuring continuous utilization of the installed capacity after the completion of the works.

On the other hand, the entry of China-LAC introduces capital linked to the Chinese government also in the financing of the venture, expanding the Asian country’s presence in the initiative.

Even with this movement, control of Omnia remains with Pátria Investimentos, which continues to lead the strategic direction of the project through its infrastructure funds.

Ceará bets on renewable energy and connectivity to attract data centers

At the state level, the government of Ceará has treated the project as part of a broader strategy aimed at attracting digital infrastructure intensive in energy and connectivity.

Among the main highlighted attractions are the availability of renewable energy, the presence of the Export Processing Zone, and proximity to submarine data transmission cables.

These combined factors are pointed out as competitive differentiators capable of attracting global data center operators to the region.

Furthermore, official communications indicate that the project’s implementation has already begun in the Caucaia region, an area directly linked to the Pecém Industrial and Port Complex.

Data center timeline still varies according to sources

Regarding the execution timeline, different sources present variations that reflect natural updates for projects of this magnitude and operational complexity.

There are indications that construction began between January and February 2026, with distinct phases being progressively implemented over the following years.

Part of the structure may become operational before the end of the decade, while broader project milestones remain associated with the 2029 horizon.

This difference in dates is related to the division of the undertaking into stages, each with its own delivery and activation deadlines.

China-LAC participation remains without public detailing

Despite progress in negotiations, there is still no complete public detailing on the participation of each investor within the project’s corporate structure.

It is only known that China-LAC will become part of the vehicle responsible for the data center’s development, with no official disclosure of the acquired percentage to date.

Consequently, the final shareholding structure remains partially undefined in accessible documents, awaiting further formal disclosures from the involved companies.

Project positions Brazil on the global digital infrastructure map

In the broader scenario, the undertaking reinforces Brazil’s positioning as a potential destination for large investments in digital infrastructure supported by renewable energy.

For Ceará, the integration of port logistics, international connectivity, and energy supply strengthens its strategy of consolidation as a technological hub in the country.

For ByteDance and its partners, the project represents the creation of a strategic base in Latin America, with significant capacity in the national context.
