Brazil Prepares For The Offshore Wind Revolution: TotalEnergies And Fiabe Participações Announce Massive Projects!
TotalEnergies is at the forefront of the offshore wind expansion in Brazil, with the submission of four new licensing requests for offshore wind farms in different Brazilian states. These projects, located in Rio de Janeiro, Rio Grande do Norte, Rio Grande do Sul, and Piauí, total an impressive installed capacity of 12.1 GW. Additionally, Fiabe Participações is also entering this market with a request for 2.8 GW for a project in Espírito Santo.
Investment And Growth
These licensing requests represent a significant boost for the renewable energy sector in Brazil. With the addition of these new projects, the total number of licensing requests in the country has reached 96, totaling an impressive capacity of 234.2 GW. This marks a significant increase compared to the last update from Ibama, which recorded 219.2 GW in September 2023.
The interest of TotalEnergies and Fiabe Participações in expanding their operations in Brazil reflects the promising potential of the offshore wind energy market in the country. TotalEnergies already had 9 GW in three offshore wind projects in licensing, and in September signed an agreement with Petrobras and Casa dos Ventos to study renewable projects, including offshore wind.

China surprised the world by transforming mountains into a 3.6 GW “water battery” with 12 reversible 300 MW turbines, pumping water uphill when there is surplus energy and returning electricity to the grid when wind and sun disappear.
-
For the first time in history, 900 quilombola and riverine families in Marajó will have electricity — teams take solar panels by boat to communities without roads.
-
In 80 years building 22 thousand dams, Brazil impacted more than 4 million people — and the law approved in 2024 to protect those affected has not yet come into effect.

China is building 5 cascade dams for $167 billion in Tibet — and the Motuo Project will have 70 GW of capacity, three times more than the world’s current largest power plant.
International Context
While Brazil is witnessing promising growth in the sector, the global offshore wind landscape is facing challenges. Companies like Equinor and bp have canceled a 1.2 GW project off the coast of New York due to unfavorable commercial conditions driven by inflation, interest rates, and supply chain disruptions.
In Brazil, the sector awaits the approval of the legal framework for offshore wind, which was passed in the Chamber (PL 11247/2018) at the end of November and is now awaiting a decision in the Senate. This legal framework is crucial for the future development of the offshore wind energy sector in the country, and also addresses issues such as natural gas pricing and the re-contracting of coal-fired plants until 2050.
The TotalEnergies And Fiabe Participações Project
TotalEnergies, as one of the leading energy companies in the world, has a global presence and a commitment to the energy transition. Its experience in large-scale offshore wind projects contributes to the credibility of the project.
On the other hand, Fiabe Participações brings with it deep knowledge of the Brazilian energy market and an understanding of the specific needs and opportunities of the country. Its local expertise can be crucial to ensure that the projects are successful and aligned with local regulations and requirements.
