Decision by Caixa Happened After TCU Minister Requested Clarifications on the Brazil Aid Payroll Loans
The Caixa Econômica Federal announced late at night that, following guidance from the Federal Court of Accounts (TCU), it froze the release of payroll loans for the Brazil Aid requested this Monday (24) for 24 hours.
Caixa set the 24-hour timeframe because that was the period that the TCU gave the bank to provide explanations about the Brazil Aid payroll loans. During this period, according to the court, it would be prudent to suspend the granting of loans.
“In the contracts that were entered into today, CAIXA informs that there is no forecast for the release of financial amounts concerning these requests in the next 24 hours, automatically complying with the recommended prudence,” the bank stated in a note.

TCU RECOMMENDS SUSPENSION OF THE FUND
WHAT DOES TCU SAY?
The request made to Caixa for clarifications came from Minister Aroldo Cedraz of the TCU. He suggested that Caixa, if it chooses, suspend the release of new payroll loans immediately for prudence.
“As a measure of care for the public interest, until this Court examines the documentation to be submitted and finds it adequate to demonstrate that the serious irregularities suggested in the representation are not present.”
The request made by Minister Cedraz occurred within the process, opened at the request of the Public Prosecutor’s Office, which asked the Court for an analysis of the procedures adopted by Caixa for granting payroll loans to beneficiaries of Brazil Aid.
Politics Involved?
The Deputy Attorney General of the Public Ministry with TCU, Lucas Rocha Furtado, stated there is a supposed “utilization for merely electoral purposes and to the detriment of the bank’s linked objectives.”
Lucas also requested the TCU to adopt a precautionary measure (urgent and temporary) determining that Caixa “ceases to make new payroll loans for beneficiaries of Brazil Aid until this Court of Accounts finally decides on the matter.”
